본 연구의 목적은 2004년부터 시작된 농산어촌우수고 사업을 평가하여 의의, 문제점 및 개선방향을 탐색하는 것이었다. 이를 위해 본 연구에서는 사업의 맥락, 투입요소, 과정 및 성과를 중심으로 분석하였다. 분석의 결과 농산어촌우수고 사업은 종래의 농촌교육 정책들과는 달리 도·농간의 공평성 추구와 지역 내 학교들 사이의 차별성 및 수월성을 추구하는 이중적 성격을 갖고 있으며, 지역민의 교육요구에 대응하는 전략적 접근이었다. 투입요소와 관련하여서는 재정배분의 효율성과 효과성 제고를 위해 정교한 배분기제가 구안되어야 함을 제안하였다. 사업관리의 영역에서는 교육당국의 적극적 개입과 모니터링으로 비교적 효과적으로 관리되었다. 사업의 성과로는 우수신입생 유치실적과 교육여건 등에서 가시적인 성과가 나타나고 있었다. 2008년에 지방사업으로 이관되는 동 사업이 최초의 정책의도에 부합한 성과를 나타내기 위해서 교육당국과 시·도교육청은 계속적으로 관심을 가져야 할 것이다.
Abstract
The purpose of this study was to find some implications and future directions of the excellent senior high school program in rural areas implemented in 2004, by evaluating the program. To address the main research question of the study, a CIPP program evaluation model was applied. The findings of this study can be summarized as follows; First, the nature of the program can be defined as a nation's strategic approach that has dual purposes. One is to pursue the value of equity between city and rural area. The other is to make good living conditions for rural residents, in terms of educational conditions. Second, although the fund for the program was sufficient for school development, the Government mechanisms for allocating funds have not been effective. It should be reviewed and re-designed more sophisticatedly considering student numbers, school locations and conditions, etc.. Third, the various administrative arrangements for the program have been effective, which include the nomination of management center for the programme, the independent school program and a school personnel selection program. Finally, the study concluded that the program' objectives were appropriate for addressing the educational needs of stakeholders living in rural areas.
