본 연구는 충청북도내 42개 일반계고등학교를 대상으로 대학 진학에 따른 효율성 차이를 분석하고 이러한 차이에 영향을 미치는 요인을 탐색하기 위한 목적으로 수행되었다. 학교간 효율성 차이 분석을 위해 3개의 투입변수와 3개의 산출변수를 사용하여 DEA 모형을 설정하였다. 또한 절단회귀모형인 Tobit모형을 통해 효율성 영향요인을 분석하였으며, 분석 자료는 ‘학교알리미(2009)’에 공시된 학교정보를 활용하였다. 주요 분석 결과는 다음과 같다. 첫째, 충청북도 일반계고등학교는 모형별로 학교간 상대적 효율성 격차가 큰 것으로 나타났다. 학교간 효율성의 차이에 기여한 투입, 산출변수는 학생당교육비와 대학진학률이었다. 둘째, 충청북도 일반계고등학교의 순수 규모효율성을 분석한 결과 규모와 기술로 인한 비효율이 높은 학교가 많았다. 셋째, 충청북도 일반계고등학교의 효율성에는 소재지 및 설립유형 변수의 영향이 큰 것으로 나타났다. 즉 시지역에 소재한 국･공립고등학교가 그렇지 않은 사립학교에 비해 효율성이 높았다. 이러한 분석결과는 일반계고등학교의 효율성을 개선하기 위해서는 학교의 규모, 소재지, 설립유형, 학생당교육비 등을 동시에 고려한 학교정책이 필요함을 보여준다.
Abstract
The purpose of this study is to measure the relative efficiency of 42 high schools in Chungcheongbuk-do using DEA and to suggest the means to improve efficiency by investigating the reasons for the differences in efficiency. In addition, this study explains the differences in relative efficiency by 4 factors using the Tobit model. To this end, a DEA model was established with 3 input and 3 output variables. Then, output maximization was applied to models with CCR and BCC methods. 4 independent variables were included in the Tobit analysis. The major findings were as follows. First, there are significant differences in the relative efficiency among the high schools in Chungcheongbuk-do. Second, there are significant differences in the scale efficiency (CCR/BCC) by DEA analysis model among the high schools in Chungcheongbuk-do. Third, according to the Tobit analysis results, efficiency of public high schools in cities was higher than that of private high schools.
