누리과정 재정 구조를 통해서 본 유아교육 공교육제체 분석과 미래방향

본 연구는 2011년과 2012년에 발표된 누리과정의 재정구조를 재정지원 주체, 대상, 단가를 중심으로 분석하여 누리과정이 유아교육 공교육제도로 가지는 의미를 살펴보는 것을 목적으로 하였다. 초중고등학교의 무상교육을 지원하는 것과 동일하게, 교육재정인 지방교육재정교부금(재정지원 주체, 의무성)을 가지고, 부모의 경제적 능력에 관계없이 만 3-5세 모든 유아를 지원하며(재정지원 대상, 공공성), 2012년의 매월 20만원을 기점으로 2015년의 30만원까지(재정지원 단가, 무상성) 지원하는 누리과정은 공교육의 기본 요건을 갖춘 것으로 판단된다. 그러나 향후 누리과정이 ISCED 2011의 기준에서 요구하는 유아기의 학교제도가 되기 위해서는 무상성 부분에 대한 구체적인 단가 산출 기준이 제시되어야 하고, 이를 위해 기본과정이라 불리우는 교육과정의 성격규명에 따른 표준교육비 산출, 유치원 교원의 자격관리 강화와 그에 걸맞는 인건비 체계 개선, 사립유치원의 재정 회계 투명성 확보 등의 추후과제가 제시되었다.
Abstract
This paper analyzes the financial structure of the Nuri system with a focus on the agency itself, its subjects, and its unit costs, ultimately showing the meaningfulness of the Nuri system as a type of early childhood public education system. The Nuri system satisfies the basic requirements to be recognized as free public education as it subsidizes all 3- to 5-year-old children, regardless of the parents’ SES, through the local educational finance subsidy. Several suggestions are made for the Nuri system to be recognized by ISCED 2011. First, it must be clarified which part of tuition the financial support (200,000 KRW) covers. Second, standard educational fees for half-day programs need to be recalculated. Third, certificates for the Nuri system teachers need to reach the level of elementary school teachers, and their salaries should be commensurate with this level. Finally, plans for maintaining transparency in the private sector’s financial system should be made.
