교차영향분석을 통한 방송통신 융합정책 패키지 설계

방송통신 융합은 무한한 가치창출이 보장되는 제품 및 서비스 시장의 블루오션 영역이 될 것으로 기대되고 있다. 더욱이 방송통신 기반의 디지털 정책은 위기 극복을 위한 가장 효과적인 대안으로 인식되면서 주요국에서는 다양한 미래연구를 바탕으로 설계된 디지털 정책이 추진되고 있으며 국내의 경우에도 예외가 아니어서 다양한 정책들이 추진되고 있다. 이를 위해 방송통신정책에 대한 심도있는 연구가 필요한 실정이나 방송통신정책 환경은 변화가 가속화되고다양한 구성요소가 상호영향을 미치고 있어 유효한 정책 설계가 매우 어려운 것이 현실이다. 본 연구는 방송통신정책에 기반을 제공하는 국내외 미래연구에 대한 문헌고찰을 통해 미래 유망 아이템들을 도출하고 각 아이템별 추진에 있어서의 문제점들을 분석하여 정책과제들을 제시함으로써 정책 패키지를 설계하며 정책패키지의 타당성 확보를 위해정책과제간 교차영향분석을 수행하였다.
Abstract
The convergence of broadcasting and telecommunications is expected to create a blue ocean market that will generate products and services of huge value. Moreover, as digital policies based on broadcasting and telecommunications are regarded as the most effective alternative solution to overcoming the economic crisis,major nations are pushing ahead with digital policies based on diverse researches on future, and Korea likewise is implementing diverse, relevant policies. In-depth research on broadcasting and telecommunications is needed to that end, but the business environment in this sector is accelerating the pace of change, while diverse factors are interacting with one another, making it difficult to formulate effective policies. In this study, literature on domestic and overseas research on future was examined to derive future promising businesses, and the problems raised in putting those businesses into action were analyzed in an effort to identify policy issues and to formulate suitable polices. Finally, a cross-impact analysis was conducted to prove the validity of those policies.
