저소득층 아동의 발달산물에 대한 드림스타트사업의 종단적 성과분석 : 양육자와 가족기능의 매개효과를 중심으로

드림스타트사업은 빈곤아동에게 공평한 출발기회를 제공하여 빈곤의 대물림을 차단하겠다는 목표로 보건복지부가 추진하는 아동복지정책이다. 본 연구는 드림스타트사업이 저소득층 아동과 가족의 발달에 미치는 영향을 종단적으로 살펴보고자 하였다. 이를 위해 2009년, 2010년, 2011년에 걸쳐 드림스타트사업 서비스를 지속적으로 받은 아동과 가족 중 드림스타트사업 효과성 연구에 참여한 아동과 양육자를 대상으로 다중매개모형 분석을 실시하였다. 2009년부터 드림스타트 사업에 참여한 아동의 경우, 2010년 그들의 양육자와 가족은 긍정적인 변화를 경험하고, 이것이 장기적으로는 2011년에 측정한 아동의 주요 발달 결과에 긍정적인 영향을 미치는 매개효과를 검증하였다. 분석을 통해 첫째, 3년간 드림스타트사업에 참여한 양육자와 가족에 의 주요산물과 관련하여, 양육자의 양육스트레스는 감소한 것으로 나타났고, 심리적 안녕감은 증대된 것으로 나타났다. 반면 가족기능의 수준은 변화없이 유지되는 것으로 나타났다. 둘째, 3년간 드림스타트사업에 지속적으로 참여한 저소득층 가족의 경우, 참여를 통한 서비스이용이 양육자와 가족체계의 긍정적 변화를 이끌어내고, 이러한 변화가 영유아 및 아동의 긍정적 발달산물을 가져온다는 점을 실증적으로 확인할 수 있었다. 결론에서 저소득층 아동의 건강한 성장발달을 위해 드림스타트사업이 지향해야 할 실천적, 정책적 제언을 제시하였다.
Abstract
Dream Start is a child welfare policy of South Korea Ministry of Health and Welfare that aims to end the cycle of poverty by ensuring equal opportunities for children and families in poverty. This study was designed to investigate the long-term effects of Dream Start services on the development of disadvantaged children and their families. The subjects of this study were the children and families who had received Dream Start services from 2009 to 2011 and participated in the precedent study on the effect of Dream Start. The results were analysed using the mediating effect of the positive changes of caregivers and families in 2010 on the children’s developmental outcome in 2011 were also examined. The results were as follows; first, the caregivers’ parenting stress level was decreased, and their psychological well-being level was increased, whereas the level of family functioning showed no change. Second, it was confirmed that the participation in Dream Start service brings positive changes in caregivers and family systems, ultimately resulting in positive effects on the children’s developmental outcomes. The implications and suggestions are presented in discussion.
