본 연구는 한국의 공교육 위기를 다원주의적 관점에서 배태된 교육관련 이해집단들의 교육의 목적과 그것의 이행수단에 대한 이념적 정향의 차이에서 비롯된 것으로 파악하고, 그 위기현상을 극복하기 위한 방안을 전략적으로 기획하는 데 목적이 있다. 이를 위해 공교육 체제의 위기는 교육의 목적면에서 수월성과 평등성 그리고 교육목적을 달성하기 위한 이행수단으로서 합리와 합의의 메카니즘상의 집단별 관심의 차이에 근거하고 있음을 밝힌다. 공교육의 위기해소를 통한 정상화 방안은 궁극적으로 이들 집단이 공교육 정상화를 위한 정책시스템에 참여하여 도출된 합의를 바탕으로 각 집단이 합의된 방안을 합리적인 방식으로 엄정하게 추진함으로써 효력이 발휘될 수 있다. 물론, 이러한 공교육 정상화를 위한 정책 메카니즘의 유효성은 근본적으로 다원주의 사회에서 기능조화론과 교육논리의 상생적 공유를 통한 교육공동체 의식의 회복이라는 기본방향하에서 극대화될 수 있는 것이다.
Abstract
The purpose of this study is to plan alternatives for getting over crisis in public education, as it has derived from education-related stakeholders' ideological differences in educational goals and their implementation in the pluralistic society. For attaining the purpose this study tries to unveil the fact that crisis in public education is rooted in the stakeholers' differences of interest about excellence vs. equality in the perspective of educational goal and rationality vs. consensus in the perspective of its implementation mechanism. Alternatives for normalizing public education should be effective if the stakeholers would participate in the policy decision-making process, create the alternatives by their consensus, and implement them in a rational way. Of course, the effectiveness of the normalization plan will be able to be maximized, under the assumption that we recover the sense of educational community through the stakeholers' functional harmony and shared visions of education for living together.
