-이 연구는 우리나라 공교육체제의 현황과 문제점에 대한 진단을 바탕으로 교육적으로 의미 있는 변화의 방향을 모색하는데 그 목적이 있다. 투입-과정-산출의 측면으로 나누어본 우리 공교육의 현황과 문제점은 다음 몇 가지로 요약할 수 있다. 첫째, 투입 면에서 우리 공교육은 저조한 공적 투자와 과도한 사부담으로 유지되고 있다는 특징을 보여주고 있다. 둘째, 과정 면에서는 열악한 교육여건과 그로 인해 교사와 학생간의 상호작용이 매우 저조함을 그 특징으로 하고 있다. 셋째, 결과 면에서는 공교육비와 더불어 과중한 사교육비 등 가계경제의 커다란 희생을 바탕으로 한 비교적 높은 학업성취 수준과 인간교육의 상실로 특징지을 수 있다. 여기에 교육 외부 환경으로서 학벌주의와 비(반)교육적인 경쟁을 가속화시키는 사회 풍토가 가세하여 공교육의 정상화를 어렵게 하고 있다. 특히, 학교와 대학의 비(반)교육적인 경쟁은 시장만능론적 교육개혁으로 인해 한층 심화되었다. 이러한 진단을 바탕으로 연구자가 제시하고 있는 개선방향은 “세계적인 지식교육과 인간교육”으로 집약될 수 있는데, 거기에 담겨있는 주장을 좀 더 자세히 소개하면 다음과 같다. 첫째, 학벌주의를 완화하고 합리적인 고용 관행을 정착시키려는 국가적 차원에서 노력이 병행 내지 선행되어야 함을 강조하고 있다. 둘째, 국가와 기업의 교육투자를 획기적으로 확대하고 학부모의 사부담을 경감시키는 등 교육복지 정책 기조가 한층 강화되어야 한다는 점을 역설하고 있다. 셋째, 교사와 학생의 교육적 상호작용을 보다 긴밀하게 할 수 있을 정도로 교육여건을 개선하는 일이 교육적으로 의미 있는 변화의 출발점임을 강조하고 있다. 끝으로 지난 10여 년간의 시장만능론적 교육개혁의 물꼬를 틀어 지속가능한 사회를 건설하여 살아갈 능력과 자질을 갖춘 사람을 길러내는 일의 중요성을 강조하고 있다.
Abstract
A Study on the Alternative Plan of Problematic Situations in Korean Public Education System Kim, Yong Ill* This article aims to examine the problems of public education system and propose an alternative plan of it in Korea. For this purpose, the author adopts the system approach. First of all, Korean public education system is characterized by low public investment and high private expenditure. Second, the process of it is distinguished from other OECD countries' especially in that the very poor educational conditions. And the educational interactions between teachers and students are also very limited. Third, the distinctive feature of the output are summarized as follows: high test scores in some major subjects, the loss of civic and human education. In addition to these problematic situations, there have been two fatal obstacles for normalizing the public education in Korea. One is the 'Hakbulism'(a kind of drastic credentialism or diplomaism), the other is a vicious circle of excessive competition which have been aggravated by market-oriented education reform. Therefore in this article the author propose “world class knowledge education and civic education”, which will come true the inclusive and sustainable society.
