Abstract
The civic education programs run by the NGO's are expected to promote civic consciousness, which is essential for democratic society. Whether such expectation is valid has yet to be determined, however. Utilizing the theory of hegemony as an analytical framework, this study aims to examine the case of PSPD. The analysis reveals that such factors as the content of the civic educational programs, the propensity and the level of civil activism held by the participating instructors, and the goals and means of the activist programs of the organization, significantly affect the characteristics of the civic education program. It is also revealed that the NGO-initiated civic education program works as a channel that provides critical awareness of the present social order, and as a mechanism that creates a hegemony counter to the status quo. The case of PSPD seems to corroborate the hegemonic framework of analysis, which gives significance to the role of education as well as that of organic intellectuals. The study implies that the civic education program run by NGO's can hardly be politically neutral, and that such program is supposed to play a role of either hegemonic or counter-hegemonic nature. This implication needs to be employed in the discourse on the desirable goal and the content of the NGO-based civic education. Further study is recommended to provide analysis on a variety of cases.
