미국 중학교 제도의 발달과 중학교 교육의 성격 고찰

중학교 교육은 고등학교 교육과 함께 중등교육으로 구분되고 있지만, 국내외적으로 고등학교 교육에 비해 상대적으로 이론적･정책적 관심은 낮은 편이다. 우리나라에서는 최근 국제중학교 설립과 자유학기제의 시행으로 중학교 교육의 성격, 중학생에 대한 이론적･실제적 관심이 점차 확대되고 있다. 이러한 배경에서 이 연구는 해방 이후 우리나라 학제의 모델을 제공하였을 뿐 아니라 주니어하이스쿨과 미들스쿨 운동을 통해 중학교 교육제도를 발전시킨 미국의 중학교 교육제도 발달의 주요 특징과 쟁점을 분석하고, 이를 토대로 다른 학교급과 구분되는 중학교 교육의 미션과 정체성은 무엇인가를 탐색하고자 한다. 이 연구에서 활용한 주된 연구 방법은 문헌 연구이다. 미국의 중학교 교육개혁의 역사, 중학교 교육과 중학생에 관련된 학술 논문, 단행본, 보고서 등을 광범위하게 수집하고, Oakes et al.(1993)의 분석 틀(규범적, 기술적, 정치적 관점)을 활용하여 미국 중학교 교육제도의 주요 특징을 분석하고 시사점을 도출하였다. 분석 결과, 미국의 중학교 교육제도는 100여 년 동안 장기간에 걸쳐 발달되었으며, 이 과정은 1900년대 초-1960년대 초에 이르는 주니어하이스쿨 시기, 1960년대 초-1980년대 미들스쿨의 등장과 발전 시기, 1980년대 후반-1990년대 초부터 현재에 이르는 주니어하이스쿨과 미들스쿨 제도의 공존과 조화의 시기 등 세 시기로 구분된다. 이러한 과정을 통해 형성된 중학교 교육의 특성은 중학교 교육의 목적(규범적 측면), 중학교 교육의 조직과 기술(기술적 측면), 중학교 교육의 핵심 주체와 이해 관계자(정치적 측면) 측면으로 구분해 볼 수 있다. 이상의 분석 결과를 토대로 우리나라 중학교 교육목적의 재검토, 중학교 교육에서 공동체, 협력 규범의 개발, 다양한 중학교 교육 프로그램의 발굴 및 확산, 중학교 교사의 전문성 확보를 위한 교사교육의 개선 등 네 가지 시사점을 도출하였다.
Abstract
Purpose: This research aimed to explore the historical development of middle school education in the United States and to find out the characteristics and issues within it. Based on these findings, the mission and identity of middle school education is drawn to determine what distinguishes it from other educational levels within the public school system. Approach: For this study, the author reviewed books, reports and academic articles on middle school education and the secondary school reform movement including junior high school, and the middle school movement in the United States. These reviews enabled the author to understand the history of middle school education in the United States more broadly and accurately. Findings: The major findings showed that meeting the unique needs of early adolescents continues to be the imperative task and source of controversy for middle school reform. Successful middle school education requires that the goal and mission of middle school education should be clearly defined and equally embraced by educators, researchers, parents and other stakeholders. Additionally, ‘developmentally responsive’ middle school education programs and practices have been developed and implemented within school contexts. Value: This study can provide implications for practice and theory to clarify the mission and identity of middle grades education and stimulate to develop ‘developmentally responsive’ middle grades education programs and practices.
