혁신학교의 지속가능성 위협 요인 분석:혁신학교 확산기 경기도의 경험을 중심으로

이 연구는 2015년 경기도의 경험을 바탕으로 혁신학교의 지속가능성을 위협하는 요인이 무엇인지를 정리한 것이다. 경기도의 2015년은 혁신학교 확산 정책이 본격화되었을 뿐만 아니라, 2014년에 교육감이 교체되면서 마을교육공동체 정책을 비롯한 새로운 정책이 추진되는 등 여러 변화가 있었던 시기이다. 이와 함께 혁신학교의 지속가능성에 대한 의문이 본격적으로 제기된 시기이기도 하다. 이 연구에서는 이와 같은 맥락에서 혁신학교 교원들을 대상으로 한 FGI를 통해서 혁신학교의 지속가능성에 위협이 되는 요인을 정리하였다. 분석 결과 혁신학교의 지속가능성을 위협하는 학교 밖 요인으로는 혁신학교에 대한 이데올로기적 논쟁, 정책 중점의 변화와 맞물린 예산 감축, 혁신학교 확산을 위한 동원과 이에 따른 소진 등의 문제를 확인할 수 있었다. 이와 함께 학교 안 요인으로는 혁신 주도 교원의 전출 및 교원 구성의 변화, 과도한 집단주의 풍토, 권력 관계의 변화와 교육관을 둘러싼 구성원 간 갈등 등을 확인할 수 있었다. 이 연구는 이와 같은 상황을 극복하기 위해서는 혁신학교 인사 정책을 혁신해야 하며, 혁신학교 지정 속도를 조절하는 동시에 질 관리에 만전을 기해야 한다고 제언했다. 이와 함께 이 연구에서는 정책의 형성과 추진 과정에서 민주성을 확보할 것과 학교의 윤리적 수준을 강화하기 위한 노력을 경주해야 한다고 제언했다.
Abstract
Purpose: From the perspective of the Gyeonggido Office of Education, the year of 2015 was not only the time for Hyukshin schools spreading but also the time of new policies by the new superintendent. At the same time, questions about sustainability of Hyukshin schools had been raised. Based on the experience of the Gyeonggido Office of Education in 2015, this study summarizes the factors threatening the sustainability of Hyukshin schools. Design/methodology/data/approach: The method of this study is FGI of the teachers in Hyukshin Schools. The 6 focus groups were selected in consideration of their school level and status. The group interviews were conducted in semi - structured questionnaires. Each FGI, which lasted about two hours, was recorded. We read repeatedly recorded data and analyzed in the order of segmentation, initial coding, in-depth coding, and subject generation. Results: As a result of the analysis, the factors outside the school that threaten the sustainability of Hyukshin schools were identified as ideological controversies about academic achievement, budget reduction coupled with changes in policy focus, and mobilization and exhaustion of teachers of Hyukshin schools. In addition, the factors within the school were the transfer of innovation-led teachers, changes in the composition of teachers, excessive collectivism, changes in power relations coupled with conflicts between members. Values: Through this analysis, this study has implications for sustainability issues raised in the process of institutionalizing and spreading policy of Hyukshin school. In particular, this study has the values in that many offices of education are trying to spread Hyukshin schools by imitating the policies of the Gyeonggido Office of Education.
