한국 경찰의 문제행동 인식에 미치는 영향요인

초록

이 연구의 목적은 한국 경찰의 문제행동 인식에 영향을 미치는 영향요인을 밝히고 정책적 시사점을 도출하기 위한 것이다. 2014년 2월 10일부터 2014년 3월 20일까지 인천지방경찰청 소속 경찰공무원 200명을 대상으로 설문조사를 실시하여 자료를 수집하였다. 분석결과: 1) 사회학습요인(+)은 초과근무 허위입력에 대한 관대한 인식에 유의미한 영향을 주는 요인으로 나타났으나 중화기술 요인은 영향관계가 확인되지 않았다; 2) 사회학습 요인(+)은 순찰차 사적이용에 대한 관대한 인식에 유의미한 영향을 주는 요인으로 나타났지만 중화기술 요인은 영향관계가 확인되지 않았다; 3) 사회학습 요인(+)은 순찰차 사적이용에 대한 관대한 인식에 유의미한 영향을 주는 요인으로 나타났으나 중화기술 요인은 영향관계가 확인되지 않았다; 4) 사회학습 요인(+)은 업주접촉금지 위반에 대한 관대한 인식에 유의미한 영향을 주는 요인으로 나타났지만 중화기술 요인은 영향관계가 확인되지 않았다. 끝으로 경찰 문제행동의 인식 제고를 위한 정책적 제언과 이 연구의 한계에 대해서 논의하였다.

Abstract

The purpose of this research is to investigate the factors on perceptions ofpolice misconduct and draw the policy implications in South Korea. The currentstudy conducted a survey of 200 sworn police officers’ from February 10th toMarch 20th, 2014 in Incheon Metropolitan Police Agency and analyzed collecteddata employing a convenience sampling. The findings indicated that: 1) sociallearning factors (+) were statistically significant factors that influence to thegenerous perceptions of the false report of overtime, but techniques ofneutralization factors were not; 2) social learning factors (+) were statisticallysignificant factors that influence to the generous perceptions of the self-dealing ofpatrol car, techniques of neutralization factors, however, were not; 3) sociallearning factors (+) were statistically significant factors that influence to thegenerous perceptions of the delayed mobilization of 112 call, but techniques ofneutralization factors were not; 4) social learning factors (+) were statisticallysignificant factors that influence to the generous perceptions of the violation ofcontact prohibition to business owner, techniques of neutralization factors, however,were not. The policy implications to enhance the perceptions of police misconductand the limitations of the current research were discussed at the last part of thisstudy
