군 위기관리체계에 관한 연구 - 델파이(Delphi)와 IPA분석을 중심으로 -

Abstract

The purpose of this research is to investigate the structural-element factors of military crisis management system to be exploited for adequate functioning in times of crises.Since the armistice of the Korean War, responses of the military crisis management system has shown limitations. This is attributed to the lack of functioning of military crisis management system per se in times of crisis and this research seeks to investigate the structural elements of desirable crisis management system under North Korea provocations. Above all, the concepts of military crisis management was theorized in comparison with crisis management and the structural elements of the organization is defined from systemic approach. Second, major characteristics immanent in integrated crisis management system were analyzed from previous research on comparative analysis of crisis management methods and structural elements of crisis management system, and the conditions needed for military crisis management system were explored from perspectives of cooperation, professionalism, effectiveness and learning. Cooperating ability was defined as ability to carry out tasks via network and coordination among functions and branches within the government. Professionalism was defined as ability of the knowledge and resources about the function-centered task field of the department. Effectiveness is an ability to maximize and achieve the organization’s objective by combining the organization’s function and role, utilization and distribution of resources, and related standardized procedures.Learning is defined as an ability to respond against various and comprehensive situations. ROK crisis management system is composed of legal system, including civil defense law, United Defense Act, and National Security Act, The system’s organizations include national security council, United Defense system. Regarding the results, Delphi and IPA analysis, method to construct military crisis management system, have suggested contents that can feasibly demonstrate the functions in the event of local provocations. This is the field that we are required to develop further. This research not only provides the evidence in establishing concepts and setting future way ahead to develop military crisis management system in theory but also are the detailed factors in planning that personnel in organization need to take advantage of in working level. In order to activate the system. it is necessary to reflect these factors in the planning documents systematically to continue the progress. This process will be helpful in listing to build system in the mid-long term.
