교정프로그램 참여가 재복역에 미치는 영향:노인수형자 유형을 중심으로

일반적으로 노인수형자는 젊은 수형자보다 교도소 구금 생활에 더 큰 어려움을 느낀다. 본 연구는 교정시설에 구금되어 있는 우리나라 노인수형자의 특징을 살펴보고, 교정프로그램 참여 실태 및 관련 요인을 실증적으로 조사하는데 목적이 있다. 2011년 5월에 교정본부의 협조로 보라미시스템 내에서 획득한 수용자 3,431명을 대상으로 노인수형자 유형을 분류, 초범 노인수형자 2,392명, 만성 노인수형자 21명, 장기 노인수형자 37명, 만성화 우려 노인수형자가 981명을 분석에 활용하였다. 분석 교정프로그램은 교과/직업교육, 의료서비스, 교도작업, 외부 교화상담 네 가지를 포함하였다. 분석 결과, 2006년부터-2011년 사이에 재복역률은 노인수형자의 약 32%가 1회 이상의 재범 발생률을 갖는 것으로 나타났다. 위계적 로지스틱 회귀분석에 의하여 노인수형자의 재범에 영향을 미치는 변인으로 의료서비스, 교도작업 장려금, 기초생활보장 여부, 범죄유형, 구금기간이 유의미하게 나타났다. 노인수형자가 갖고 있는 특성을 정확히 이해하고, 사회적응력을 높일 수 있는 교정프로그램을 탐구함으로써 증가하는 노인수형자에 대한 재범관리 및 사회복귀 정책을 보다 효과적으로 운영할 수 있고, 교정 당국이 감내해야 할 부담과 교정비용도 감소시킬 수 있을 것이다.
Abstract
The study attempted to classify older prison inmates’ typology and to examine the impact of correction programs on their reincarceration within five years after release from the prison in Korea. Utilizing the integrated correctional program data from the Department of Offender Correctional Service, called as “Borami System” of Korean Ministry of Justice, we classified older inmates by four groups and described their characteristics: first-time offenders(n=2,392), chronic offenders(n= 21), aging long-term offenders(n=37), and high risk habitual offenders(n=981). We also found that older inmates’ reincarceration rate(32%) was relatively higher than the average of entire Borami data. Furthermore, hierarchial logistic regressions on older inmates’ reincarceration analyzed that medical service, prison work, public assistance beneficiary, type of crime, and duration of incarceration were statistically significant factors which might affect the odds of reincarceration. These study results could contribute to reduce social burden on older inmate care by providing useful clues for planning correctional programs specialized for aging in prison
