Abstract

Today, a passport is the document that a government issues to its citizens travelling abroad. As the name of the passport was used in Japan first, we are using the term “passport”. In the early stages, the terms “travel permit” or “Jipjo (document for travelling)” or “Bingpyo (document for travelling)” were used. The term of “passport” appeared in “the passport regulations” enacted on the 20th of February, 1878 is used today in the same way as before. The Korean Empire government founded “Yuminwon”, a temporary organ for the emigration to Hawaii in 1902 and “Yuminwon” issued the passport. The passport of the immigrants who arrived in Honolulu Harbor on 13th of January, 1903 does exist. Therefore it seems that the emigrants to Hawaii in the early stages possessed the passport, however, examining the passports which were possessed by the immigrants, some of them were issued by Yuminwon, and others were Jipjo issued by the Ministry of Foreign Affairs of the Korean Empire. Sometimes a person would possess the passport issued by Yuminwon and the passport issued by the Ministry of Foreign Affairs. Analyzing the passport (Jipjo) used for emigration to Hawaii in the early stages, three kinds were used. The first one was issued by yuminwon, and the second one which was written in classical Chinese was long used by the Ministry of Foreign Affairs, and the third one which was written in classical Chinese, English and French was newly issued by the Ministry of Foreign Affairs. In the early stages of emigration to Hawaii, the passport issued by yuminwon was used, and then two kinds, that is, the permit issued by yuminwon or the permit issued by the Ministry of Foreign Affairs were used. After the suspension of yuminwon’s permit issuance, new Jipjo issued by the Ministry of Foreign Affairs was used. The passport used in the early stages shows the practical character of Korean immigration history. In the passport used for emigration to Hawaii at that time the holder’s identification was not included and even the holder’s English name was not written in most of the passports. Particularly, there were no stamps of the Hawaiian Immigration Office on the passports which were used and sometimes there was a case that the date of issue of the passport was about 3 months later than the date of entry. It means that the passport for emigration to Hawaii was not for the immigration recipient country but for the sender. The emigrants bought the passport (Jipjo) from the government to go to Hawaii and Hawaii accepted the immigrants after simply checking their possession of the passport without confirming their identification through the passport. The existing passport leaves lots of room to reinterpret Hawaii immigration history.
