치안서비스는 순수공공재인가? 시론적 탐색

초록

전통적으로 치안서비스는 순수공공재로 간주되어 왔다. 그러나 급속한 치안환경의 변화와 정부역할에 대한 재인식은 공공재와 사적재로서 치안서비스의 두 가지 특성을 모두 지닌 형태로 확장되었다. 오늘날 치안서비스는 법집행과 범죄예방의 측면에서는 여전히 공공재적 특성을 지니고 있지만, 위협의 제지, 보호 그리고 서비스제공이라는 측면에서는 사적재로서 기능을 한다. 실제로 치안서비스의 일부가 시장을 통해 제공됨으로써 정부의 부담은 감소되고 보다 효율적인 운영이 가능해졌으며, 안전에 대한 이용자의 만족도 또한 높아졌다. 하지만 민간치안서비스는 여전히 정부의 대리인 또는 보조인의 역할로서만 인식되고 있는 것이 현실이다. 이 논문은 치안서비스의 속성을 이론적, 실증적으로 탐색하고 이에 대한 개념과 시각에 대한 근본적인 전환의 필요성을 제기하고자 하였다. 이러한 시론적 연구는 향후 관련 서비스분야 뿐 아니라 정부의 정책방향에 대한 새로운 이론적 배경으로 활용될 것이다.

Abstract

The neo-liberalism had an effect on changing to small government as well as to increasement of the people's right by minimization of the authority got result of improvement to the role of private sector. Since a part of security services have provided through market, the government was able to efficiently manage the security services and the customer was also able to present great satisfaction towards the security. However, the private security services have been recognized as a representative of the government or as an assistant, it never been treated fairly for the aspect of what they had achieved. This study divided the security services into public security service and private security service by it's characteristics and property characters then accurately assess the fundamental differences of the two different types of security services. Through a balanced improvement of the property, the result of this study would work for improving the security services.
