오늘날 급변하는 치안환경의 변화와 강화되고 있는 고객만족요구에 부합하는 끊임없는 고객신뢰와 경비원 관리가 동시에 요구되는 만큼 경비원 관리자의 역할은 무엇보다 중요하다. 따라서 본 연구에서는 실제 경비현장에서 근무하는 경비원 관리자와 경비지도사제도의 문제점을 지적하고, 이에 대한 실제적이고 실효적인 발전방안을 제시하고자 하는데 연구의 목적을 두고 있다. 본 연구는 세밀하고 실제적인 방안을 중점적으로 다루고자 하였으며, 다른 연구에서 제기되지 않은 문제점과 발전방안도 논의하였다. 경비지도사 제도의 발전방안으로는 첫째, 경비지도사의 선임에 관한 사항으로, 현실적인 관할구역과 관리 인원수를 축소․조정해야 한다. 그리고 경비지도사는 경비업체 중복선임이 가능하므로, 경비업체별로 경비지도사를 단독으로 선임․배치하게 해야 하며, 경비업무별로도 단독 선임해야 경비원을 실질적․실효적으로 관리할 수 있다. 둘째, 경비지도사시험제도의 기준을 강화해야 하고, 경비지도사 선임시에도 경력기준을 두어야 한다. 셋째, 경비지도사에 대한 재교육을 시행해야 하며, 5년마다 정기적 보수교육제도를 도입하면 좋을 것으로 판단된다. 넷째, 경찰기관의 지속적이고 실제적인 경비지도사에 대한 감독 강화가 요구된다. 경비현장의 경비원 관리자에 대한 발전방안으로는 첫째, 경비원 관리자의 기본 자질 및 역량 강화가 요구된다. 둘째, 경비원 관리자로서의 교육적 역할을 증대시켜야 한다. 셋째, 「경비업법」상 경비원에 대한 지휘·감독을 위한 계급제도와 제복에 관한 규정도 현실감 있게 개정되어야 할 것이다.
Abstract
The role of security personnel manager has taken an increased significance than others as the trust of customers and security personnel management, which can meet the increasing requirements of customers as well as the security environment that is changing rapidly, are required constantly at the same time. Therefore, the purpose of this study is to identify the problem relating to the "security personnel manager" and the system of "security instructor" who are working in the real security site, and present practical and effective measures to resolve such problems. This study intended to deal with detailed and practical measures and also discussed on the problems, which were not touched in this study and measures for development. In relation to the measure to develop the system of "security instructor", first, the number of manager needs to be reduced practically in terms of the nomination of security instructor. And the security instructor needs to be nominated and deployed independently by each security company because the duplicate nomination of security instructor is possible in the security company. Second, the standard for the security instructor exam system needs to be strengthened, and the career standard needs to be applied to the nomination and deployment of security instructor. Third, re-education should be provided to security instructor, and it may be appropriate to introduce regular supplementary education every five years. Fourth, the supervision of police organization needs to be strengthened continuously and practically. In relation to the measure to ensure the development for the security manager, first, the basic qualification and capability should be expanded. Second, the educational role of security manager needs to increase. Third, regulations pertinent to the rank system and formal uniform code may need to be revised in a way to ensure effective command and supervision of security personnel from the standpoint of the law governing the security business.
