중국의 동북개발 구상과 발전전략: 배경,조건 및 쟁점

초록

최근에 중국은 동북개발을 국책으로 선정하면서 체제전환을 완성하고 새로운 성장거점을 마련하겠다는 계획을 발표하였다. 이에 따라 동북개발은 변화를 통한 발전이라는 전략을 통해 중국 제4세대 지도자들이 새로운 정치적 비전을 보여줌으로써 정치적 기반과 사회적 통합을 이룰 수 있는 핵심적 사업으로 떠오르고 있다. 동북개발은 체제와 구조의 전환이라는 개혁의 핵심적 문제와 관련될 뿐만 아니라, 변화된 국내적․국제적 맥락속에서 진행되는 개발조건 측면에서 볼 때 기존의 지역발전전략과는 차별화된 모습을 보여준다. 또한 시장의 조직화 과정에서 발휘되는 국가의 역할, 특히 지방 정부의 역할과 국가 간(중앙과 지방)의 관계는 중요할 것으로 보인다. 이 논문은 동북개발이 제기된 배경과 변화된 개발 조건, 그리고 시장화 개혁 속에서 논의되는 핵심적 쟁점을 중심으로 분석한다.

Abstract

Recently, the Chinese government designated the three Northeastern provinces as a national level development region. So called Northeastern Regional Redevelopment Project has become one of key projects for maintaining legitimacy of the "fourth generation leadership", which has targeted to achieve political stability and social integration through balacing regional development. Revitalizing the old and stagnant industrial bases in its northeastern region is related reform, which is the transition of system and structure of the society. In addition, considering from a development condition in the context of domestic and international context, the project is distinguished from the other regional development projects. Moreover, the most significant issue is the role of state in the process of marketization, especially the role of local government and the relationship between central and local governments. This article explores the background in which this project has been formulated, discusses the changing development condition of the northeastern rejuvenation, and analyzes the state's role and the characteristics of top provincial leadership in the northeastern region.
