한국 ODA는 양적 확대와 더불어 ODA 정책의 선진화를 위한 질적 전환기에 있다. 본 논문은 갈퉁(J. Galtung)의 적극적 평화론을 기초로, 한국 ODA 혁신에 앞서 논의되어야 할 근본적인 문제를 검토한다. 갈퉁은 개발 또는 발전을 넘어 평화, 특히 ‘적극적 평화’(positive peace)라는 보다 폭넓은 관점에서 ODA에 접근해야 할 뿐만 아니라 기존의 공여국 중심의 ODA 패러다임을 수원국의 요구를 반영하는 패러다임으로 전환할 것을 주장했다. 본 논문은 한국 ODA에 대한 역사적 검토를 바탕으로 문제점을 도출하고, 그 원인을 ODA에 대한 전통적 인식에 기반한 공여국 중심의 접근방법에서 찾는다. 그리고 갈퉁의 ODA에 대한 비판적 시각을 바탕으로 개도국의 빈곤과 발전 등의 여러 가지 문제를 적극적 평화론의 관점에서 재인식할 필요가 있으며 수원국의 요구(needs)와 수원국 국민들의 기본적 욕구 충족을 반영하는 ODA로 전환해야 한다는 함의를 도출한다. 기여외교를 주요 외교 키워드로 제시하고 있는 한국 정부의 ODA 정책은 ODA의 정치적․경제적 수단화로부터 벗어나, 개도국의 빈곤해소와 지속가능한 발전이라는 ODA의 본래 취지에 대한 성찰이 필요하며, 이에 기초하여 ODA 혁신을 추진해야 한다. 이때 비로소 한국 ODA는 국제사회에 기여하면서 장기적으로 한국의 정치적 및 경제적 목적에도 부합하는 결과를 가져 올 것이다.
Abstract
Korea’s ODA policy, along with its growth in quantity, is at acrossroads for the enhancement of its quality. Based on Galtung’s notion of ‘positive peace’, this paper examines the fundamental issues which must be discussed prior to ODA reforms in Korea. Galtung argues that ODA should be approached with open-minded perspectives focusing on ‘positive peace’. He also advocates a paradigm shift from the donor-centric viewpoint to the one which reflects the recipient’s needs.This paper reviews the present and past of Korea’s ODA and identifies some problems. We have found that those problems are attributed to the outdated donor-centric approach to ODA. Drawing on Galtung’s critical perspective on ODA, this paper suggests that there is a need to develop a renewed understanding of poverty, development and many other problems facing developing countries through the perspective of ‘positive peace’. A shift of ODA policy is required which takes into consideration the basic needs of the recipient country and its people. In addition, regarding a new diplomatic strategy of the Lee Myung-Bak administration called ‘contributory diplomacy’, this paper proposes a need to promote the reform based on a thorough reflection on the original objectives of ODA that aim for alleviation of poverty and sustainable development in developing countries, rather than for serving as an economic and political tool of a donor country. We argue that this dedication to the fundamental principles of ODA, while contributing to the international community, will in the long run also meet the political and economic needs of Korea.
