Abstract

Kim Il Sung successfully built a highly personalistic regime in North Korea with a ruthless purge and a relentless cult of personality. As a result, the size of ruling coalition has shrank to include only few elites dependent on the ruler. This elite coalition formation has consolidated the North Korean autocracy. Military power has made a credible threat to deter external intervention. Also the highly developed state apparatus has proved to be able to wipe out any kind of political challenge. The overdeveloped North Korean state has provided the ruling elites with a strong confidence of regime durability and extended their time horizon. So far the relationship among the ruling coalition group has been characterized as cooperative rather conflictual. The extreme poverty facing North Korea has increased the specificity of elites' power resources and led them to cling to the state. Their state-vested strategy has been consolidated by Military-First Policy conducted by Kim Jung Il. In sum elites confident with challenges from outside, below, and within the state have cooperated with each other to maintain the poverty-ridden party-state and made no serious effort to change the status quo.
