공적 표준화의 이해갈등구조와 코포라티즘적 갈등조정

이 글은 한국 표준화 과정에서 이해당사자들의 참여와 갈등조정이 제대로 이루어지지 않는다는 판단에 따라 코포라티즘 모델을 준용해 해결책을 모색하였다. 우선 코포라티즘적 조정의 기본 요건으로 국가 및 표준화 기구의 조정자 역할과 이해당사자들의 조직화에 주목한 다음, 공공성 수준을 사회성 및 국가성으로 나누어 표준을 분류하고 그중 직능적/사회적 지역표준과 직능적/사회적 국가표준에 대해 살펴보았다. 직능적 지역표준화 갈등은 주로 표준의 생산자와 단체이용자 간에 발생하므로 지역사회 직능부문 내 미시 코포라티즘으로 조정되며, 사회적 지역표준화 갈등은 지역내 기업과 노동자 및 소비자들 간에 전 지역사회적으로 일어나므로 지역사회 내 직능부문들 간 및 사회집단들 간 미시 코포라티즘으로 조정될 수 있다. 그리고 직능적 국가표준화 갈등은 표준의 생산자와 단체이용자 간에 주로 발생하므로 직능부문 내 국가 미시 코포라티즘을 통해 조정되고, 사회적 국가표준화 갈등은 기업과 노동자 및 소비자들 간에 전 사회적으로 현상하므로 직능부문들 간 및 사회집단들 간 국가 거시 코포라티즘적으로 해결될 수 있다.
Abstract
This essay sought for the balancing act strategy with corporatism from the judgement that little participation of and balancing act between the interested parties have been done in the standardization process in Southkorea. First, I focused on the organization of the interested parties and the balancing role of government and standardization institute as fundamental requisites of corporatistic balancing act. Second, I classified standards according to social and national publicity and considered vocational/social regional standards and vocational/social national standards. The conflict in the vocational regional standardization can be balanced through micro-corporatism within a particular vocation in regional society because it is generated between standard producer and group standard user in same society as the conflict in the social regional standardization can be done within/between various regional vocations and social groups at the regional level because it is done between businesses, workers and consumers in the whole regional society. And the conflict in the vocational national standardization can be balanced through national micro-corporatism within a particular vocation in whole nation because it is generated between standard producer and group standard user in same society, but otherwise the conflict in the social national standardization can be done through macro-corporatism within/between various vocations and social groups at the national level because it is done between business, worker and consumer in the whole national society.
