미국과 독일의 표준정책의 비교: 제도적 상호보완성 개념을 중심으로

OECD(1999)에 의하면 전체 무역의 80% 정도가 표준 및 관련된 기술적 규제와 연관되어 있다. 이처럼 국제 표준에 대한 관심이 고조되면서 국가표준체계가 국가경쟁력 혹은 기업경쟁력과 연결되기에 이에 대한 중요성이 강조되어 왔다. 국제적 표준의 발전은 오랫동안 서구의 산업화된 국가들에 의해 주도되어왔고 특히 미국과 독일의 영향력이 국제표준 결정에 중요했기에 본 연구의 목적은 미국과 독일의 표준정책의 역사적 발전과정의 비교를 통해 두 국가의 표준정책이 어떠한 독특성과 특이성을 가지고 있는지를 제도적 상호보완성이라는 관점에서 비교 분석하는 것이다. 조율된 시장경제로 분류되는 독일의 표준정책은 정부와 기업 간의 관계를 설명하는 코프라티즘적 접근법에 기초하고 있다. 독일의 표준정책은 경제적 이익단체와 국가 및 다른 조직들 간의 협상을 통해 발전되어왔다. 자유시장경제로 분류되는 미국의 표준정책의 특징은 다른 국가들과 달리 이질적이고 분절적인 표준체계를 가지고 있다. 미국과 독일의 표준화 거버넌스에서 가장 큰 차이를 보이는 것은 미국에서는 단일의 지배적인 표준개발기관(SDO) 혹은 계층적으로 조직화된 조정기구가 없다는 것이다. 본 연구를 통해서 미국과 독일의 표준정책 혹은 표준화 거버넌스의 발전은 각국의 표준화 거버넌스 혹은 표준정책이 산업화 과정 및 역사적, 정치적, 경제적 제도들과 상호･보완적으로 발전된 것임을 보여주고 있다.
Abstract
In terms of OECD(1999) report, 80 percent of international trade is related to standards and technical regulation. as the attention of standard has been increased, so the importance of standard has received attention. The development of international standards has been initiated by developed countries such as Germany and United States. Thus, the purpose of this paper is to compare its governance of standardization between United States and Germany based on institutional complementarities. german standardization infrastructure is widely thought to be highly effective, Throughout this study, German standardization is highly coordinated, voluntary and consensus-based. In contrast to German system, American standardization is decentralized, low level of inter-organizational collaboration. The policy implication of this study is that there is no magic bullet for improving standardization in one country. the standardization policy of each country has been developed in accordance with historical, political and economic institution complementary.
