본 연구는 한-중 FTA의 효율적인 추진전략을 분석하기 위한 정책논문이다. 먼저 한중 FTA로 인해 예상되는 한국의 잠정적인 피해산업을 선정하였으며, 분석 결과 피해산업 대부분이 우리나라의 만성적 사양산업이라는 결론에 도달하였다. 이러한 산업들은 FTA와 관계없이 퇴출될 위기에 직면해 있으며, FTA가 체결되면 보다 빨리 퇴출될 가능성이 높은 산업들이다. 따라서 개혁과 구조조정이 필요한 실정이지만, 자체적으로 사양산업이 개혁이나 구조조정을 추진하는 경우는 드물다. 그 이유는 구성원들의 현재편향적 성향과 우리사회에서 사회적 약자를 고려해야 한다는 믿음에 근거한다. 여기서 사양산업의 인식의 프레임을 현재에서 미래지향적으로 변화하게 하는데 한-중 FTA가 역할을 할 수 있다. 먼저 한-중 FTA는 위기의식을 불러와 사양산업이 도덕적 해이에서 벗어날 수 있게 하고 개혁 및 구조조정의 필요성을 구성원들이 느낄 수 있게 한다. 둘째, 한-중 FTA는 대 중국투자를 활성화시켜 우리 피해산업 일부가 중국에 진출할 수 있는 계기를 마련한다. 중국시장의 다양성 및 수익성을 감안한다면 중국진출은 미래지향적인 동기를 부여하게 되어 기존(피해)산업의 인식 프레임을 전환시켜 보다 효과적인 구조조정이 가능하다. 또한, 본 연구에서는 무역조정지원제도(TAA)를 새롭게 정립하여 보다 효율적으로 사양산업을 지원하는 정책이 되도록 제안한다. 우리가 이러한 노력을 기울인다면 한-중 FTA가 사양산업의 구조조정을 가속화시켜 우리경제의 체질을 강화시킬 수 있는 효과적인 정책이 될 수 있다.
Abstract
This policy paper examines the prospects of reforms when Korea pursues China-Korea FTA (CKFTA). First, this paper selects potentially injured industries for Korea. Then, we find that many of selected injured industries happen to be declining (seriously ailing) industries. Those industries are likely to exit few years sooner if CKFTA becomes in effect. CKFTA can invite crisis (to those declining industries) and adjustments must follow. In fact, CKFTA may provide an opportunity for reforms, ex-post.However,publicresistancetoCKFTAcanbesubstantialex-ante.Thisstudyprovidessomebehavioralpolicyrecommendationsthatmayreducethistime-inconsistencyproblem.WeproposehowChinaandKoreacandeviseawin-winstrategyinCKFTA.Bothcountriesshouldnegotiateovermanyissuesincludinginvestment,serviceliberalization,andSEZstoincreasethevalueofCKFTAandtomakeitmutuallybeneficial.
