최근의 세계적인 안보환경 변화는 해양을 중심으로 급변하고 있다. 먼저 북한의 핵과 잠수함발사탄도미사일(SLBM: Submarine Launched Ballistic Missile)을 포함하는 다양한 탄도미사일 발사시험에 따른 THAAD(Terminal High Altitude Air Defense) 배치 문제 등이 복잡하게 대립하고 있는 한반도 주변 국가들과 남중국해 연안국을 중심으로 해군력 군비경쟁이 이루어지고 있다. 또한 지구온난화에 따른 해빙현상으로 풍부한 천연자원과 해상교통로의 중심으로 부각되고 있는 북극해를 둘러싼 신냉전 구도가 형성되고 있으며, 북극이사회의 정식옵서버에 선정된 한국의 위상에 부합된 역할이 점차 강조되고 있다. 그리고 오늘날 해상교통로에 대한 실질적인 위협인 해적의 경우 소말리아 해역에서는 해적사건이 급감하였지만 지속적으로 위협이 상존하고 있으며, 동남아시아에서는 급격히 증가하고 있다. 미래의 바다는 결코 평화롭지 않으며, 시간이 흐를수록 해상교통로에 대한 불안정성이 더욱 증대될 것으로 전망된다. 한국의 해상교통로에 대한 위협은 초국가적 위협뿐만 아니라 연안국의 항행의 자유 거부, 북한의 위협 등 다양한 위협으로 확대되고 있다. 특히, 북한은 핵ㆍ탄도미사일, 잠수함(정) 전력 등 다양한 수단으로 우리나라의 해상교통로를 위협하고 있다. 따라서 해상교통로 보호 문제는 더 이상 해군만의 문제가 아닌 국방부 차원을 넘어 국가적 차원의 접근이 필요하다. 이러한 관점에서 본 논문은 해상교통로에 대한 다양한 위협들을 분석하고, 해상교통로 보호를 위한 대응방향을 제안하고자 한다.
Abstract
Recently, global security environment is rapidly changing on the sea. Like reflecting this trend, the future sea is not peaceful and the instability of the sea lanes will increase as time goes by. The threat of the sea lanes of south korea is expanding not only the transnational threat but also the denial of free navigation and the threat from the coastal state. Especially, north korea threats the sea lanes of south korea with various measures such as nuclear and ballistic missile, submarine, mine, surface ship, anti surface missile. So the sea lane protection issue requires the national- level approach over the ministry of national defense- level and navy-level approach. From this viewpoint, this paper analyes various threats to the sea lanes and suggests the response proposal to protect the SLOC.
