미국의 셰일혁명에 뒤이은 천연가스 수출은 한국과 동북아에 있어서 새로운 에너지 안보 환경을 제공하게 되었다. 본 연구는 미국산 LNG 도입에 있어서 미국의 공급여건과 동북아 LNG 수급현황을 바탕으로 미국산 LNG 도입 타당성을 경제적, 정치적 측면에서 분석하였다. 경제적 측면에서 미국산 LNG는 원산지 가격으로는 향후 여전히 경쟁력이 있을 것으로 보이나, 수송비 및 액화, 재기화 등 제반 비용을 반영했을 때 기타 지표들과의 격차가 상당부분 수렴될 가능성이 있다. 경제적 타당성에 있어서는 재판매가 가능한 유연한 계약조건의 체결도 주요한 고려사항이다. 한편 미국산 LNG 도입 물량이 전체 수입량에서 차지하는 비중이 제한적일 것으로 예상되는 가운데, 미국과의 에너지 교역에 있어서는 경제성뿐만 아니라 정치적인 요인이 가지는 함의가 크다. 미국산 LNG 도입은 수입다변화와 지정학적 안전성 차원에서 타당성을 지니고 있으며, 한미 경제동맹의 차원에서는 무역불균형을 해소하는 한편, 안보적 차원에서 에너지 이슈를 한미동맹의 주요 축으로 추가함으로써 동맹 관리 기제로 활용할 수 있는 요소가 있다. 미국과의 에너지 교역은 특히 정치적 측면에서 전략적 가치를 지니며, 이는 또한 기존 및 신규 구매선 관리에 있어 협상 레버리지로 활용될 수 있다. 향후 정책적 과제의 우선순위는 이러한 복합적 이해관계를 전략적으로 반영할 수 있는 에너지 안보 및 양자 에너지 외교의 기반 강화에 두어져야 한다.
Abstract
This study analyzed the economic and political feasibility of US LNG imports and its strategic implications for South Korea. The US shale gas production has increased since the late 2000s and began to provide a new context of energy security to major gas importers. From the economic standpoint, US LNG price and flexible contract structures have advantages to South Korea. However, the price factor still bears uncertainties as various price index are converging. While its total import volume is expected to be limited, US LNG has more political implications. US LNG has merits in diversifying supply sources as well as in consolidating US-South Korea alliance by adding an energy pillar to a comprehensive alliance structure. It will also resolve the trade imbalance between the US and South Korea. South Korea’s energy diplomacy toward the US should reflect this multi-layered strategic interests.
