정치제도 요인과 제도 조합이 의회 기능에 미치는 영향 : 주요 민주국가 사례 분석을 중심으로

초록

국회의 기능 강화를 위해서는 다양한 방안이 가능하다. 그런데 그동안 논의의 초점은 주로 국회 내부의 제도적 개혁 방안에 맞추어져 있었다. 내부적 개혁 방안이 나름대로 의미가 있는 것은 사실이나, 그 실효성 측면에서는 한계를 가질 수밖에 없다. 왜냐하면 국회는 보다 넓은 의미의 정치체제 안에서 다른 정치제도들과의 상호 연계 하에서 작동하고 있기 때문이다. 본 연구에서는 신제도주의 이론의 관점에서 이러한 외부적 제도 요인들과 이들의 다양한 조합이 의회의 작동과 기능에 어떠한 영향을 미치는 지 이론적으로 논의하고, 주요 국가 사례 분석을 통해 실제 그 영향을 경험적으로 살펴보고자 한다. 그리고 이러한 고찰이 한국 국회의 기능 강화에 주는 시사점을 논의해 보고자 한다.

Abstract

There are various ways to strengthen the functions of the National Assembly. Past discussion has been focused mainly on institutional reforms within the National Assembly. Although internal reforms can be useful, they have limitations in effectiveness. For the legislative is operating not in isolation, but in constant interaction with other political institutions. This study focuses on external institutional factors. From the perspective of new institutionalism, it discusses theoretically how external political institutions and their combination might affect the legislative functions, and empirically examines their influences through case analysis on major democratic countries. Based on this examination, the study also discusses implications for how to strengthen the functions of the National Assembly.
