Abstract

(Background and Purpose) In the past, public design projects were carried out as “government-led” projects; however, in the present era, public design projects are being conducted through cooperation in various fields of the private sector. This study was initiated with the aim of making the network governance element of parallel cooperation between subjects an important topic in public design projects through public-private cooperation. Therefore, this study establishes its direction through a theoretical review of public-private cooperation projects and network governance to emphasize the importance of public design through theories and cooperation related to existing public design projects. Cases of public-private cooperation were analyzed in eight models, and public-private cooperation public design types were evaluated and analyzed through an analysis framework for public design evaluation indicators. Through this analysis, a public design project analysis model using public-private cooperation was developed. (Method) An analysis framework was produced by analyzing and utilizing the domestic Gyeonggi-do public design project evaluation index and an overseas British space shaper. Through a theoretical review, eight public values in the order of safety, dignity, consideration, convenience, cooperation, communication, service, and governance were studied, and eight public-private cooperation public design project models were analyzed. The type of business model was evaluated with accessibility–publicity–community–effectiveness -aesthetics, and the results of public design project types from various perspectives were derived through diagrams. It can be seen that network-type cooperative public design projects are spreading to various topics in the present era. (Results) While the public design project through government-led vertical projects had limitations, stakeholders in various fields are currently working together in the form of parallel network partnerships to solve common public problems in society. Accordingly, as stated in the comprehensive program of public design buildup, public design projects through cooperation are being actively carried out, and public design projects through public-private partnerships should be supported just as public institutions are supported to carry out unilateral projects. In addition, the “network governance” element was mentioned in this paper as a way for stakeholders from various fields to solve common problems according to societal trends. However, a study of various perspectives on the public design business process needs to be conducted to realize a variety of social public values. (Conclusions) This study examined public design business through public-private partnerships by classifying it into eight public values, which were based on the current comprehensive program of public design buildup and network governance through network-type cooperation. However, the direction and methodology of the public design process are still insufficient from the perspective of public-private partnerships, and it is expected that the data in this study can be utilized in the upcoming business process of public design.
