Abstract

(Background and Purpose) Seongsu-dong is a neighborhood that has maintained its public character through unique local characteristics and cultural elements. However, with real estate values rising rapidly in recent years, it has become increasingly challenging to generate economic value by remodeling low-rise cultural facilities. Seongdong-gu promotes a plan to transform the area into a next-generation business district that integrates culture. Seongsu-dong 2-ga, which includes the Seongsu IT Industry Distribution Development Promotion District, provides numerous business facilities that cater to the entertainment and media industries. This transformation also influences specialized streets with strong local characteristics, such as shopping malls and pop-up stores remodeled from former factories. Local governments are expanding the guidelines for architectural planning reviews to preserve street spaces and landscapes. Nevertheless, these planning reviews often have a broad scope and focus on material aspects. Therefore, this study aims to examine the local characteristics Seongsu-dong should retain through an analysis of buildings along Yeonmujang-gil and proposes guidelines to balance public interests with economic market values in the low-rise spaces of future business facilities. (Method) This study focused on buildings along the 600-meter stretch outlined in the Yeonmujang-gil Architectural Design Guidelines in Seongdong-gu. The research methods included analyzing existing systems, reviewing previous studies, and conducting field surveys. Planning guideline components were identified by examining existing street and building planning systems and analyzing related studies to extract keywords. Subsequently, the buildings along the target streets were analyzed to identify local characteristics and potential problems. Finally, emphasizing planning for lower levels of business facilities, previously identified issues were detailed to propose refined planning guidelines. (Results) The buildings along Yeonmujang-gil actively interact with pedestrians through their use, placement, height, and façade design, contributing to Seongsu-dong’s unique atmosphere. However, based on the issues identified in some buildings, future developments might lead to a uniform business district landscape, owing to the potential for lot consolidation and high-rise construction. Accordingly, this study emphasizes the need for a design approach focused on low-rise business facilities that physically engage with pedestrians along the streets. It proposes guidelines for four key areas to preserve street characteristics and secure public spaces. (Conclusions) This study is significant in its identification of local characteristics that should be preserved through a landscape analysis of Yeonmujang-gil and its proposal of planning guidelines to prevent Seongsu-dong from becoming a business district centered solely on economic value. These findings can serve as supplementary tools for business facility planning. Future research should include aspects beyond use, layout, height, and elevation and discuss design implementation and policy support measures.
