Abstract
(Background and Purpose) The modern urban environment has undergone dynamic changes due to radical economic growth and demographic shifts. Within this context, Personal Mobility (PM) devices have emerged as a flexible transportation mode that adapts to the evolving pedestrian and traffic structures. Since 2018, the proliferation of shared PMs has accelerated, shifting the perception from ownership to usage. However, the ambiguous standards and regulations, which do not adequately consider practical usage, have led to issues such as illegal parking, abandonment, and an increase in accidents, raising public complaints and societal concerns over indiscriminate behaviors by unspecified users. The government has endeavored to establish reasonable regulations and systems through amendments to the Road Traffic Act and has been striving to expand infrastructure. Nevertheless, responses regarding the spatial usage among stakeholders related to the PM usage environment have not been adequately addressed. Consequently, there is a growing need for appropriate measures that consider the shared use of pedestrian pathways among citizens exposed to the PM usage environment. This study aims to identify the issues that need improvement and establish a foundation for creating a shared PM usage environment that promotes spatial shared use. This is achieved by investigating user and pedestrian perceptions and spatial preferences for shared PM parking. (Method) First, previous studies were reviewed to understand the definitions of pedestrian pathways and PMs and to theoretically examine the types and directions of influence factors of public spaces and pedestrian pathways to comprehensively understand the public nature implied by pedestrian pathways. Second, an online survey was conducted to gather perceptions of PM parking spaces and identify preferred types of pedestrian spaces. Third, based on the perceptions of the survey respondents and their preferences for pedestrian spaces, an analysis was conducted to derive public value elements that can be applied to PM parking lot spaces. (Results) The online survey collected responses from 102 individuals, with PM usage nearly evenly split between users(49%) and non-users(51%), allowing for neutral opinions on preferred spaces. Reliability tests on the collected survey data showed Cronbach's alpha values of 0.874 for perception survey items and 0.863 for preferred pedestrian and public space items, indicating a reliable level above the 0.6 threshold. T-tests to determine differences in perceptions based on PM usage revealed no statistically significant differences in perceptions of PM parking lots and preferred pedestrian spaces based on PM usage. (Conclusions) These findings suggest that both PM users and non-users have similar views on enhancing shared use in public and pedestrian spaces. This indicates that such perspectives could lead to fair approaches in design and policy decisions aimed at improving the public nature of pedestrian pathways.
