(연구배경 및 목적) 지자체가 직면한 문제 중 하나는 지방 소멸 위기이다. 이를 극복하기 위해 지자체는 부족한 지원시설을 건립하여 정주여건을 개선하고 있다. 각 지자체는 보육환경의 개선도 지방소멸 극복을 위한 중요한 사항 중 하나라고 판단하고, 육아지원시설을 확충하고 있다. ‘아이 키우기 좋은 도시’를 조성하고자 하는 남해군에서는 최근 다가치 키움센터 건립을 통해 복합 육아 지원시설 건립을 추진하고 있다. 본 연구는 지방 육아지원시설의 복합 활용이라는 주요 주제를 설정하고 다가치 키움센터의 기획설계안을 제안하고자 하는 목적으로 연구를 시작하였다. (연구방법) 최근 공공건축 사업을 위해 지자체는 건축기획을 진행하고 있으며, 본 연구는 건축기획 업무 수행지침의 주요 내용에 따라 진행되었다. 건축기획은 공공건축물을 위해 재원조달계획에서부터 향후 운영 및 활용계획에 이르는 광범위한 내용을 검토하는 것이며, 건축물의 공공의 활용성을 도모하는 것이다. 이를 위해 본 연구에서는 먼저, 현황과 법령, 사례 조사 및 분석을 실시하고 설문조사를 통해 필요 프로그램을 조정하여 시설 면적을 결정하였다. 마지막으로 배치 및 공간계획을 고찰한 기획설계안을 통해 육아지원센터를 중심으로 지자체에서 필요한 육아지원시설의 복합 활용을 제안하였다. (결과) 이에 본 연구에서는 첫째, 육아지원시설의 법규와 선행연구 고찰을 토대로 육아지원시설의 복합 활용에 관한 계획의 방향을 수립하였다. 둘째, 지방 육아지원시설의 사례를 비교 분석하여 복합 활용 가능성을 도출하였다. 셋째, 주민 설문조사를 통해 필요 공간과 수요를 분석하고, 이를 토대로 남해군에 진행 중인 다가치 키움센터의 기획 세부 방향을 정리하였다. 넷째, 대상지 주변과 시설 내 프로그램간 연계를 고찰하여 복합 활용의 가능성을 고찰하는 기획설계안을 작성하였다. (결론) 본 연구는 남해군에 건립되는 다가치 키움센터의 실질적인 복합 활용 가능성을 파악하고자 수행되었다. 무엇보다 육아지원시설은 복합 활용을 통해 지방 도시에서 새로운 거점으로 계획되고, 복합 육아지원시설의 확산 전략을 마련하였다는 점에서 연구 성과 및 의의를 갖는다.
Abstract
(Background and Purpose) One of the problems faced by local governments is the local extinction crisis. To overcome this problem, local governments have been improving settlement conditions by building support facilities. Each local government judges that improvement of the childcare environment is also important to overcome local extinction, and is expanding childcare support facilities. Namhae-gun, which wants to create a “good city for raising children,” is promoting the construction of a multi-functional childcare support facility by establishing a Dagachi Kiwoom Center. This study was initiated with the aim of establishing the main theme of the local childcare support facilities, which is multi-functionality, and propose a building and design plan for the Dagachi Kiwoom Center. (Method) Local governments have recently been planning public building projects, and this study was conducted in accordance with the main contents of the guidelines for implementing building planning tasks. Building planning involves reviewing a wide range of content, from financing plans for public buildings to future operation and utilization plans and promoting the public utilization of buildings. To this end, in this study, analyses of the current status, laws, and case studies were conducted, and the facility area was determined by adjusting the necessary programs through surveys. Finally, a design plan that reviewed the layout and space plan was proposed to utilize the childcare support facilities required by local governments, focusing on the childcare support center. (Results) First, the direction of the plan for the establishment of multi-functional childcare support facilities was decided based on the laws for childcare support facilities and a review of previous studies. Second, the possibility of multi-functional use was derived by comparing and analyzing different local childcare support facilities. Third, the necessary space and demand were analyzed through a resident survey, and based on this, the detailed planning direction for the Dagachi Kiwoom Center in Namhae-gun was summarized. Fourth, a design plan was prepared to consider the possibility of multi-functional use by considering the connections between the programs around the target site and those within the facility. (Conclusions) This study was conducted to understand the possibility of building a practical and multi-functional Dagachi Kiwoom Center in Namhae-gun. Most importantly, the proposed childcare support facility is significant in that it is planned as a new multi-functional base in local cities, and a strategy for the spread of multi-functional childcare support facilities has been prepared.
