Abstract

(Background and Purpose) The construction of 'City Representative Square' in Sejong is being carried out in stages 1 and 2. The 1st stage of the square has been completed, and the 2nd stage is currently under construction. This section has been transferred and operated by Sejong City since September 2022, and citizens are still remarkably underutilized. It is necessary to study space specialization measures to create a highly utilized citizen-friendly space while maintaining the previously set concept and identity of the Multifunctional Administrative City that promoted the creation of the plaza facility. (Method) As for the method of this study, first, through a literature review, related definitions such as urban space, square, and open space are understood, and prior research trends in terms of public space creation and utilization are considered. Second, based on the city planning data, the process and main contents of the square are examined, and a survey is conducted for citizens. Third, through overseas case studies, various square space creation and use cases are analyzed, and implications and key elements for revitalizing the square are derived. Finally, a space-specific strategy for revitalizing the square is presented. (Results) Important factors for spatial specialization of the square can be organized into accessibility, program, density, and connection. Excluding residents of the hinterland residential areas such as the first village and residential complex, walking access is not easy and there are not many public transportation users. It is necessary to diversify options that can be easily accessed from each region of Sejong City to the square by using public transportation such as buses. The active introduction of natural elements into the urban square is recognized as an important factor in enhancing the utilization of the square. It is important to attract natural elements to the square space with many artificial elements and to link and arrange green spaces properly. In seeking a strategy to utilize the urban symbol square, it is very important to connect the functions and programs of the buildings facing the square. Facilities that are in high demand for use should be located, but the location density of facilities that can be accessed by those users should be high. (Conclusions) The space specialization plan to create the City Representative Square derived through this study in a citizen-friendly way first improves walking safety and accessibility so that pedestrians can access and use the square safely. Second, it complements the facilities and functions to create a space that citizens use conveniently and safely. Third, it strengthens the connection between the adjacent central function and the square space. Fourth, it strengthens the connection to an open space and an open space in the center of Sejong City.
