Abstract
(Background and Purpose) Ground-level public spaces in downtown areas serve as a key strategy for enhancing street vitality and creating pedestrian-centered urban environments. However, Korean cities have experienced problems where ground-level spaces are disconnected from pedestrian flows or created merely as formalities due to building-centered development during rapid urban growth. Particularly since COVID-19, urban vitality recovery has emerged as a major challenge, making the strategic utilization of ground-level spaces even more crucial. This study aims to typologize downtown ground-level public spaces according to their physical and functional characteristics, derive key activation factors for each type, and propose differentiated strategies applicable to the Korean context. (Method) The research methodology consists of three stages. First, Matthew Carmona's eight-dimensional framework of public places was established as the theoretical foundation, and overseas best practices from New York, San Francisco, and Tokyo were analyzed to systematically derive ten key activation factors. Second, based on these derived activation factors, AHP (Analytic Hierarchy Process) analysis was conducted with 16 experts who have more than 15 years of practical and research experience in the public space field to quantify the relative importance of activation factors by type. Third, public spaces were classified into four basic types (vitality, rest, utilization, and connection types) and two integrated types according to their physical and functional characteristics, and activation models and practical policy application measures for each type were comprehensively presented. (Results) The analysis of activation factors by type revealed that vitality type prioritized connectivity (0.1261) and flexibility (0.1153), rest type prioritized openness (0.1323) and flexibility (0.1200), utilization type prioritized usability (0.1427) and diversity (0.1231), and connection type prioritized usability (0.1329) and cooperation (0.1204). Notably, 'openness' and 'connectivity' items were commonly ranked high across all types, empirically confirming them as basic conditions for downtown ground-level vitality recovery and pedestrian environment improvement. Based on these findings, customized activation strategies for each type were derived, and integrated Type A (vitality + rest types) and integrated Type B (utilization + connection types) were proposed to respond to complex urban contexts. Additionally, design and operational elements that should be prioritized for each type and specific policy application directions were systematically presented. (Conclusions) This study empirically redefined the multidimensional values and functions of downtown ground-level public spaces and scientifically systematized type-specific activation strategies through quantitative analysis. The research results provide a practical framework directly applicable to actual urban design and downtown revitalization policies, offering specific policy tools such as facade design guidelines, securing visual openness of ground-floor facades, standardization of modular facility design, and establishment of public-private cooperative management systems.
