Abstract
(Background and Purpose) This study proposes design guidelines for applying Color Universal Design (CUD) to public institution signage to ensure that individuals with color vision deficiencies can recognize information without confusion. The functionality of public signage is crucial, and color plays a significant role in it. People with color vision deficiencies have difficulty perceiving or distinguishing certain colors, making it essential to design considering their needs. This study seeks to identify the basic conditions for the application of CUD by investigating the status of signage used in public institutions, ensuring that individuals with normal color vision and those with color vision deficiencies can recognize signs without confusion. (Method) This study was conducted in three stages. First, a review of the theory and concepts of CUD, as well as an analysis of related policies was conducted. A field survey of the public architecture in Hongseong-gun, Chungcheongnam-do, was conducted. Signage in each public institution was categorized and examined, and a color vision simulator was used to check for color vision deficiencies. When a color vision deficiency was detected, a colorimeter was used to measure the background and highlight the color of the signs. (Results) The signage in public institutions generally lacked consistency and were designed using low-quality visuals, leading to inefficient information delivery. This trend was more prominent in older buildings. When focusing on individuals with the most common type of color vision deficiency (type D), it was observed that red, often used as an accent color, appeared as a yellowish hue to individuals with color vision deficiencies. If the background color was similar to or did not contrast well with the accent color, the information was often not recognizable. Additionally, green was perceived as having a grayish tone, leading to problems if a contrasting background color was not used. (Conclusion) CUD is important for ensuring that all users can easily perceive information. Public institutions should actively implement CUD for user convenience. Establishing a legal framework for related projects by specifying the need for CUD in universal design ordinances is important. Further detailed research on the color perception of signage in public institutions, along with the development of CUD guidelines, is required. A systematic color environmental plan incorporating CUD can allow visually impaired individuals to navigate public spaces without difficulty.
