Abstract
(Background and Purpose) Media art is a type of architectural artwork and a complex artistic creation produced as a result of digitalization. Nevertheless, it is managed as an architectural artwork under the same standards as decorative lighting or traditional art styles to prevent light pollution. Therefore, the purpose of this study is to propose a plan to improve management standards by examining media art-related laws, local government regulations, and related plans, focusing on the current institutional management system. (Method) First, this study examines the legal regulations on media art as an architectural artwork and its management as lighting. Second, by analyzing the regulations and related plans in media art-related laws and ordinances, this study presents improvements based on the unique characteristics of media art. Third, necessary considerations for the media art deliberation standards and the operation of the Art Review Committee are proposed. (Results) Media art is a digital video medium, and guidelines for the installation and operation of display media and the production of video content should be separately developed. Consideration should be given to the appearance and arrangement of buildings, the relationship with surrounding facilities, and the inclusion of management plans for periods of non-operation to ensure harmony with the surrounding environment and landscape. Additionally, media art must fulfill artistic value as a work of art, based on an understanding of specialized fields related to light source color and digital technology. (Conclusions) First, as the display medium is an optical device driven by digital technology, it should be separated from artistic video content, and separate guidelines should be developed for the production and management of video content and the installation and management of display media. Second, the harmony between buildings and the environment and the contribution to urban aesthetics should be integrated into a single category by incorporating buildings, media, and landscapes as comprehensive aesthetic elements. Third, as media art is an art field utilizing digital media, video content producers require technical expertise in the art domain. To this end, establishing a plan for video content is essential, and aspects such as the technology for utilizing digital media, professional participation standards based on artistic expertise, and video content updates and replacements should be included. Fourth, improved deliberation criteria should be established so that research findings can be reflected in the deliberations of the Art Review Committee. The criteria for deliberation should include the separation of video content and display media, the lighting effect on architectural aesthetics and nightscapes, and the qualification standards for digital technology to ensure the quality and maintenance of video content.
