Abstract

(Background and Purpose) Efforts to improve pedestrian safety and convenience and to protect pedestrian rights are ongoing, but the plan is centered on general pedestrians, and it is insufficient as an inclusive pedestrian space for the pedestrian with reduced mobility. The number of pedestrian with reduced mobility is increasing due to various disabilities caused by rapid social changes, the increase in elderly patients due to aging, and the occurrence of acquired disabilities caused by accidents, etc. The purpose of this study is to solve problems that appear in the pedestrian space around medical institutions where pedestrian with reduced mobility is high, and to suggest an efficient method that can be applied when designating the H zone and establishing the design and guidelines as one of the methods to build a safe pedestrian environment centered on the movement of pedestrian with reduced mobility. (Method) First, we examine the background, purpose, scope, and method of the study. Second, we organize the necessary concepts through literature and previous studies, and understand the characteristics of pedestrians with disabilities. Third, we select the target site through an analysis of the current pedestrian environment around medical institutions, and present a pedestrian safety system and design direction as a solution to the problems derived through on-site investigations, observation investigations, and pedestrian space safety diagnosis. Fourth, we explain the scope of application of the H zone for the safety design of pedestrian spaces for pedestrians with disabilities around medical institutions, and we set the basic direction according to the pedestrian safety system and present a classification system accordingly. (Results) The design direction for creating a safe pedestrian space was derived from publicness, safety, convenience, comfort, continuity and accessibility, and the traffic accident prevention system that can minimize traffic accidents with a pedestrian safety system according to risk factors, improvement of the pedestrian environment such as pedestrian space and safety facilities, social and psychological safety that comprehensively considers physical and psychological aspects, and emergency safety specialized design to prepare for emergency situations. Through this analysis, the basic model of safety design for pedestrian spaces for the vulnerable pedestrians around medical institutions was completed. (Conclusions) It can be presented as a design direction for creating a safe pedestrian environment that prioritizes pedestrians with disabilities, and can be presented as a design and guideline when promoting related projects such as pedestrian environment improvement, and can be used as basic data for suggesting efficient measures. It is also expected to be used as objective basis data for designating additional H zones. In the future, legal and institutional supplementation related to pedestrian safety is necessary, and continuous monitoring and follow-up management are necessary for objective changes and continuous research based on results.
