인클루시브 디자인 특성을 적용한 노인 보행환경 평가 연구 - 대구광역시 노인복지관 접근로를 중심으로 -

본 연구의 목적은 효과적인 노인 보행을 위하여 노인복지관 접근로를 중심으로 인클루시브 디자인의 특성을 적용한 평가기준을 마련하고, 항목에 따른 분석을 통하여 개선 방안을 제시하는 것이다. 연구대상지는 2015년 9월을 기준으로 운영중인 대구광역시 내 노인복지관 14개소를 중점적으로 분석하였다. 그리고 분석을 위해 인클루시브 디자인의 고찰과 분류되는 특성에 맞는 접근로로써의 평가항목을 수립하였으며, 이 평가항목으로 현장조사를 통하여 분석결과와 문제점을4장에서 자세히 다루었다. 분석 결과를 정리하면 다음과 같다. 첫째, 대응성에 해당하는 평가항목에 대하여는 76.8%로서, 4가지 특성의 항목 중 가장 높은 평점을 차지하여 노인복지관을 진입하여 출입구까지 연결되는 보행로는 대체적으로조성이 잘 되어 있었다. 둘째, 노인 보행에 가장 고려해야 할 편리성과 안전성에 해당되는 항목들은 평균 40.6%로 절반에 미치지 못하며 주로 보도와 차도가 연석 등의 공작물로 구분되지 않은 곳이 14개소 중 5곳으로 사고의 위험이 우려되고, 2013년 이후 개설된 2개소를 제외하고는 대체적으로 보행 장애물과 보도 블럭의 훼손도가 있었다. 또한 통합성 항목의 경사로 손잡이가 미설치되어 있는 곳이 많아 미끄러짐의 위험이 있었다. 노인복지관 이용 노인 대다수가 여가를 즐길수 있을 정도로 보행에 지장이 없을지라도, 이용자는 노인이라는 측면을 간과해서는 안된다. 그러므로 보행에 있어서 법적 기준을 포함하여 기본적인 물리적 문제점를 해결하고 노인을 포함한 모든 보행자가 방해받지 않고 안전하고 지속가능한 보행 환경을 구축하여야 할 것이다.
Abstract
This study is aimed to come up with an evaluation criteria for the access roads near senior welfare centers with an application of inclusive design features; it also aims to provide improvement details via itemized analysis. The research subjects consist of 14 senior welfare centers in Daegu Metropolitan City; the evaluation items under 4 different categories are based on the inclusive design characteristics of the access roads. The following is the result of the analysis: First, the items under correspondence marked 76.8%. It scored the highest among the 4 categories proving that the pedestrian passage from the center gate leading to the entrance door was well established. Second, the items under convenience and safety, which are the most important features for the senior walking environment, scored 40.6% and were below the average. 5 out of 14 centers were in danger of accidents as the traffic lanes and the sidewalks are not clearly distinguished by secondary structures. In addition, quite a few places were missing handles for ramps, an item under integration, and increased the danger of slipping. Though the majority of the aged who use the welfare center have no problem walking and enjoy leisure activities, one must not overlook the fact that they’re still of old age. Therefore, it is important to solve basic physical problems including legal criteria for walking, and to establish safe and sustainable environment for pedestrians of all ages.
