Abstract

(Background and Purpose) As natural and social disasters have become more frequent and severe worldwide, displaced people are increasingly faced with prolonged stays in post-disaster temporary housing. Accordingly, creating a livable environment that supports stability and recovery has gained increasing attention. However, detailed guidelines for the habitability of such facilities remain underdeveloped in South Korea, limiting their ability to ensure residents’ psychological well-being and community interactions. Spatial planning for collective living and social recovery is insufficient, and often results in isolation and weakened resilience among disaster victims. This study proposes spatial planning strategies centered on accessibility, sociability, and inclusivity to transform temporary housing from short-term shelters into living environments that foster recovery and community rebuilding. (Method) Domestic and international laws, guidelines, and previous studies on post-disaster temporary housing were reviewed to identify the key elements supporting habitability and community recovery. Based on this review, three core planning elements—Accessibility, Sociability, and Inclusivity—were established as the analytical framework. Using this framework, five case studies, including international refugee and domestic temporary housing projects, were analyzed according to their spatial configurations. The results were synthesized into architectural planning strategies reflecting domestic contextual conditions, and a design proposal was developed for the Yangdeok Soccer Field site in Buk-gu, Pohang—an area frequently affected by disasters yet relatively safe for development. (Results) Based on case analyses, specific planning strategies for post-disaster temporary housing were developed at three levels: site, cluster, and unit. At the site level, a hierarchical circulation system and centrally located community facilities were designed to enhance accessibility. At the cluster level, a combination of facing and linear layouts encouraged social interaction, whereas small-scale shared spaces on each floor supported multilayered community networks. Shared spaces were planned to occupy 31.2% of the total floor area, and the shared area per household, including community facilities, was 39.2%, ensuring adequate spatial capacity for resident interaction. At the unit level, various floor plan types for one- to four-person households have been proposed, with modular combinations allowing future expansion to ensure inclusivity and adaptability to long-term occupancy. (Conclusions) This study demonstrates that post-disaster temporary housing should evolve from emergency shelters to community-centered living environments, supporting psychological stability and social recovery. Spatial strategies grounded in accessibility, sociability, and inclusivity improve the quality of life and promote collective resilience, providing a foundation for future planning guidelines and policy development. Moreover, by positioning temporary housing as a mediator of urban and community regeneration during recovery, this study meaningfully contributes to both academic discourse and practical design applications.
