Abstract

(Background and Purpose) The advent of smart technologies has precipitated a decline in small and medium-sized cities in provincial areas, as well as the limitations of uniform content. In order to address these issues, there is an increasing need to introduce new urban content based on local historical and cultural resources, and to promote socio-economic development through the utilization of such resources. In order to circumvent homogeneous regional development and to ensure differentiation, it is imperative to employ creative regional branding grounded in unique historical and cultural content. This study examines the factors involved in the formation of a regional brand that connects past and present values by establishing regional identity through public design based on historical and cultural assets. The purpose of this paper is to derive sustainability by reinforcing the historical and cultural identity of the city in the process of establishing a regional brand. (Method) First, a review of prior studies was conducted to analyze the conceptual differences between retro and New-tro, and to identify and categorize the detailed components of New-tro cultural elements. Second, a set of urban street regeneration strategies for historic districts was derived through literature review. These strategies were integrated with New-tro cultural elements to develop a design framework for historic district street regeneration. Third, case analyses and questionnaire surveys were conducted to evaluate the applicability of the proposed model. This was followed by a discussion of the study's limitations and directions for future research. (Results) In New-tro–based historic district street regeneration, the three case areas commonly exhibit strong characteristics of distinctiveness, hybridity, and regenerativity, yet differ in their modes of diffusion and spatial identities. Ikseon-dong exhibits dynamic commercial growth, firmly grounded in traditional aesthetics and emotional resonance. However, its strategy of expanding along alleyways remains constrained, and its artistic expression remains underdeveloped. Seongsu-dong demonstrates high hybridity and experiential value through the combination of modern design and creative industries, although its temporal and historical attributes are comparatively less pronounced. Tianzifang presents a complex interweaving of artistic, commercial, and cultural activities, leading to significant spatial diffusion and serving as a model paradigm of extensive regeneration. Collectively, the three areas illustrate divergent strategies for activating historic urban districts through New-tro cultural elements. (Conclusions) The concept of urban regeneration as it pertains to New-tro can be understood as a cultural strategy that fosters the creation of distinctive place value and sustainable development potential through the fusion of historical heritage with contemporary cultural and experiential elements. In order to refine and establish diverse typologies and application models for New-tro–based urban regeneration, broader case studies and more detailed policy analyses are required.
