사회적 시선을 끄는 중대한 아동학대 사건은 아동학대에 대한 다양한 정책 시행뿐만 아니라 관련 연구의 활발한 진행의 원동력이 되어 왔다. 종래의 아동학대에 관한 연구는 주로 미시적 수준에서 가해자와 피해자의 특성에 초점을 두었으나, 최근에는 거시적 관점에서 아동학대의 분포나 영향 요인에 초점을 둔 연구도 증가하고 있다. 본 연구는 거시적 관점에서 아동학대의 시공간적 군집성을 분석하고자 하였다. 이를 위해, 본 연구는 서울시 관악구를 연구대상 지역으로 설정하고, 수집된 아동학대 112 신고 자료에 시공간 순열검정 통계량(space-time permutation scan statistics, STPSS) 기법을 적용하여 아동학대의 시공간적 군집성을 분석하였다. 그 결과, 본 연구는 아동학대가 시공간적으로 군집을 이루며 발생하고 있을 뿐만 아니라, 소수이기는 하나 특정 주거지에서 반복적으로 발생함을 추정하였다. 이러한 결과를 토대로 본 연구는 아동학대가 시공간적 군집을 이루며 발생하는 장소에 대하여 선제적으로 대응할 수 있는 정책 시행을 통해 초기 단계의 경미한 수준의 아동학대가 심각한 수준으로 나아가는 것을 예방할 것을 제안하였다.
Abstract
Several shocking cases of child abuse have prompted the implementation of child abuse countermeasures and increased academic research on the topic. Previous empirical research has primarily focused on the characteristics of individual abusers and victims, while an increasing number of researchers have sought to understand child abuse at a structural level. In line with this structural approach, this study analyzed the spatial and temporal clustering of child abuse. This study collected police data on child abuse calls for service and used a space-time permutation scan statistics (STPSS) technique to analyze the data. This study found that child abuse cases were concentrated in specific residential areas. Based on these findings, this study suggests that preemptive policies should be implemented to prevent minor cases of child abuse in specific spatial and temporal clusters, and police intervention should occur at an early stage to prevent the escalation of abuse.
