Abstract

The procedural justice paradigm, grounded in police legitimacy theory, is increasingly recognized for its academic significance and policy implications, prompting active discussions on how citizens perceive police authority. This study examines police legitimacy theory with a particular focus on the sense of obligation to obey, a subfactor of police legitimacy as proposed by Sunshine and Tyler(2003). Specifically, through a comprehensive literature review of the conceptual and operational definitions of the sense of obligation to obey, this study explores changes in its conceptualization and measurement methods and evaluates the generalizability of these concepts to a domestic sample. The findings indicate that obligation to obey in police legitimacy theory can be categorized into two dimensions: normative obligation to obey, which is associated with an intrinsic willingness to follow the legitimate authority of the police, driven by moral convictions or internalized values, and non-normative obligation to obey, which is associated with an judgement driven by external factors such as practical considerations, fear, the potential consequences of non-compliance. It was also confirmed that, even when applied to a domestic sample, the scales used to measure normative and non-normative obligations to obey were consistent and effectively captured each concept in a reliable and valid manner. This research highlights the distinction between normative and non-normative obligations to obey, providing insights into strategies for enhancing police legitimacy and advancing the goals of cooperative policing within the procedural justice paradigm.
