개혁개방 이후 중국은 주택건설과 사회간접자본 투자를 통해 고속성장을 이끌며 부동산 산업을경제성장의 핵심 동력으로 삼아 왔다. 전체 GDP의 약 24%를 차지하는 중국 부동산 시장은 중국경제 내에서 부동산 부문의 중요성을 여실히 보여준다. 이는 중국정부가 부동산 시장 과열 방지와리스크 관리를 위해 부동산 개발기업 및 부동산 금융에 다양한 정책을 시도하게 만든 주요 배경이라할 수 있다. 중국의 부동산 시장은 모든 토지가 국가 소유로 규정되어 있으며, 거래는 토지사용권을 중심으로이루어지는 구조적 특징을 지닌다. 지방정부는 토지사용권 매각을 주요 재정 수단으로 활용하며, 이러한 매각 수익은 지역 경제 활성화와 공공 인프라 개발에 재투자된다. 헝다 사태 이후, 국유기업이부동산 개발의 핵심 주체로 부상하면서 정부는 시장 안정화와 효율성 제고를 목표로 다양한 정책적조치를 시행하고 있다. 중국의 부동산 PF 규제는 ‘3대 레드라인’ 정책을 통해 부동산 기업의 과도한 레버리지 사용을억제하고 금융 건전성을 강화하는 데 중점을 두고 있다. 또한, 화이트리스트 정책을 통해 자금난을겪는 우량 기업에 금융 지원을 제공하여 시장 신뢰 회복을 도모하고 있다. 그러나 정부의 지분형전환 정책에도 불구하고, 부채 중심의 자금조달 방식은 여전히 주요한 특징으로 자리 잡고 있다. 비록 중국과 한국의 부동산 시장구조는 상이하지만, 중국의 부동산 PF 관련 제도를 검토함으로써우리나라의 부동산 PF 제도 개선에 정책적 시사점을 도출할 수 있을 것이다. 이는 한국과 중국정부모두 부동산 시장의 안정성과 시장 효율성 제고를 지향하고 있다는 점에서 공통된 정책적 목적을 지니기 때문이다.
Abstract
Since the reform and opening-up period, China has positioned the real estate industry as a central driver of its rapid economic growth, with the sector contributing approximately 24% of the nation’s GDP. This significance has led the government to implement policies to prevent market overheating and manage risks in real estate development and financing. China’s real estate market operates under a unique framework where all land is state-owned, and transactions focus on transferring land use rights. Local governments heavily rely on land use rights sales for revenue, which is reinvested into regional development and infrastructure. Following the Evergrande crisis, state-owned enterprises (SOEs) have become key players in real estate development, prompting policy measures to stabilize the market and improve efficiency. Regulations on real estate project financing (PF) aim to curb excessive leverage through the “Three Red Lines” policy, enhancing financial soundness and macroeconomic stability. The whitelist policy further supports solvent enterprises facing liquidity challenges, fostering market confidence. However, debt-driven financing remains a dominant feature despite efforts to promote equity-based models. Although China and South Korea have different market structures, China’s PF policies offer valuable insights for improving South Korea’s PF system, given their shared goal of market stability and efficiency.
