Abstract

A cost for international art exhibitions has rapidly increased so far. Because international terrorism and irresistible natural disasters occurred in succession and the interest in art exhibitions in developing countries has been increased. Negotiated price also has risen steadily. In addition, our country is in a state of armistice that it has been considered as a dangerous country for National Culture Association or art galleries or museums. For this reason, they do not want to lend their artworks and often require an expensive insurance. The issue of the insurance interferes with holding high-quality exhibitions, and pressures to reduce the exhibition scale. Besides, our artworks are insufficient to attract partners for exchange programs. It is almost impossible to have a chance to see excellent works in other cultural areas due to the cost and time. For renting the works of art from, The damage insurance against inclement weather is needed. One of the works cost us about one billion dollars and we needed to get it insured against damage. All though there are various situations, it is difficult to get an expensive insurance. If they accepted it, they faced with a steep rise in premium by a reinsurance is fact. Besides, it will turn out to be unnecessary expenses if no accidents happen during an exhibition. These situations cause a big problem to hold an exhibition for private agencies and raise the admission fee as people’s cultural nostalgia. Eventually, national compensation system is shown to complement all of these issues. Then, we will explore what the national compensation system means and see how it has been created and operated in other countries. And we will see how the current Korea’s art insurance has been operated so far and examine the ways which the national compensation system has conducted so far.
