충남 덕산도립공원 생태계서비스 지불제 도입 방안

우리나라는 현재 제공되는 다양한 생태계서비스가 사유지에 의해 제공되고 있음에도 불구하고, 이에 대한 적정한 보상 대책 등이 마련되지 못하고 있다. 본 연구는 이런 문제점에 대한 해결방안으로 생태계서비스 지불제를 국내에 도입하는 방안 마련을 위해 수행되었다. 이를 위해 충청남도 덕산도립공원을 대상으로 우리나라 실정에 적합한 생태계서비스 지불제(PES : Payments for Ecosystem Service) 시행을 검토하였다. 연구결과 덕산도립공원 생태계서비스 지불의 주체는 정부가 바람직하며, 구체적으로는 충청남도와 중앙정부가 나누어 시행하는 것이 필요하다. 지불방법은 실비보상이 적합하다. 실비보상을 통해 토지주의 소득감소분에 대해 지불하고 추가적으로 생물다양성 유지 및 증진을 위한 활동이 진행될 경우 이에 대한 인센티브를 지급하는 것이 필요하다. 이와 같은 공익형 지불제를 시행하기 위해서는 중앙정부와 지방정부 간의 긴밀한 제도 및 재정적 연계가 필요하다. 생태계서비스 지불제는 지방정부 단독으로 시행하기에는 재정, 제도, 사회적 합의 등 여러 가지 어려움이 있기 때문에 토지주의 소득감소분에 대한 기본지불은 중앙정부가, 지역적 특성을 고려하여 생물다양성 증진 이행에 대한 가산지불은 지방정부가 시행하는 합리적이다. 이때 엄격한 생태성과증명 및 이행에 대한 관리를 통해 토지주의 무임승차를 방지해야 한다. 국립산림과학원(2007)에서 제시한 생태계서비스 지불제 도입 의사결정 흐름도를 통해 덕산도립공원의 PES 도입 타당성 여부를 검토한 결과 제도 도입은 타당한 것으로 나타났다. 덕산도립공원은 여러 가지 환경관련 문제를 가지고 있고, 이는 생태계서비스 지불제를 통해 해결이 가능하다. 엄격한 기준과 관리감독이 적용된다면 경제적으로 타당한 것으로 분석되었고, 정치적으로도 수용 및 지원이 가능한 것으로 분석되었다. 생태계서비스 지불에 대한 잠재적인 구매자와 판매자가 존재하며, 이들 간의 협상이 타결되기 위해서는 적정 지불금액 및 지속적인 비용확보가 필요하다. 덕산도립공원의 생태계서비스 지불금액은 ‘산림공익기능 가치평가(2013)’를 고려해 산정한 결과 최대 273,837,090원이다.
Abstract
Though various kinds of ecosystem services are provided by private land in Korea, reasonable compensation plan can’t be arranged. This study was conducted to arrange introduction plan of payment for ecosystem services(PES) for arranging solution about this problem. Thus this study examined PES for Deoksan Provincial Park in Chungcheongnam-do. The result of research is as in the following. The buyers of PES are government and it need to be paid by Chungcheongnam-do and central government. The way of payment is actual expense compensation. Through actual expense compensation, the land owner can be paid decline in income and additional incentives for consisting and increasing biodiversity. These payment systems correspond with basic payment and additional payment. To carry out public payment, the institutional and financial connection are needed between central government and local government. Because of difficulty in conducting PES by local government peremptorily, central government has to pay basic payment about compensating decline in income and local government has to pay additional payment about increasing biodiversity considering regional characteristics. At this time, it has to prevent ‘Free-riding’ by land owners through strict 'Ecological product prove’ and management. The result of considering validity of introduction of PES through ‘Decision making flow diagram of introduction of PES’ by Korea Forest Research Institute(2007) are that PES of Deoksan Provincial Park is reasonable. Deoksan Provincial Park has many kinds of environmental problems and they can be solved by PES. It is also economically reasonable if strict standard and management are applied. It can be accepted and supported politically. The potential buyers and sellers exist about PES and the appropriate payment and securing expense are needed to make negotiation successful between buyers and sellers. The PES in Deoksan Provincial Park is maximum 273,837,090won considering ‘Assessment of value of public function of forest(2013)’.
