생태-문화관광의 현황과 재고찰: 인도네시아 발리 지역의 수박(subak) 사례

본 논문은 인도네시아 발리 지역의 생태-문화관광에 대한 논의다. 발리 지역 관광의 역사적 과정을 조망함으로써 이 지역 관광의 전반적 추이와 양상을 이해한다. 발리 관광의 역사적 과정에서 주목되는 지점은 2000년대 이후 수리시설인 수박을 활용한 생태-문화관광의 실천이다. 수박이 외국인에게 관광자원으로 활용된 후 나타나는 지속과 변화, 그리고 이 과정에서 대두되는 주민집단의 역할을 검토한다. 수박의 활용은 문화관광과 농업관광이 중복 실천됨으로써 대중관광의 대안적 성격을 지닌다. 특히 ‘그린 발리’ 담론을 포함한 지속가능한 발전에 대한 발리 사회의 논의와 이에 따른 주민 집단의 실천적 대응도 엿보인다. 하지만 수박의 상품화 과정에서 지가의 상승, 관광지와 비관광지 사이의 빈부격차, 공동체 의식저해 같은 다양한 사회·문화적 변화를 동반함을 확인할 수 있다.
Abstract
This study analyzes eco-cultural tourism in Bali, Indonesia to understand the overall trends and patterns of tourism in the region by looking at the historical process of tourism in the area. The highlight is the eco-cultural tourism practice of using the Balinese subak, a water management system, since the early 2000s. The sustainability and change resulting from the utilization of subak as a tourism resource and the role of local residents emerging in this process are examined. In particular, discussions of the Balinese society on sustainable development, including the "Green Bali" discourse and corresponding responses of residents, are also seen. Utilization of the subak system is an alternative to mass tourism because cultural tourism and agricultural tourism are duplicated. However, it can be assured that there are various socio-cultural changes, such as rising land prices, a gap between the rich and poor, and an inhibition of community consciousness.
