본 논문은 기부에 관한 다양한 관심 가운데 일반적인 기부 활성화 방안을 제시하면서 특별히 사회통합과 문화적 양극화를 해소하기 위한 기부문화 활성화 정책을 검토하였다. 이를 위해 우선 우리나라 기부의 역사와 우리 사회의 기부실태를 가장 최근의 통계를 중심으로 검토하였다. 기부문화를 활성화하기 위한 방안으로 다섯 가지를 제시하였다. 첫째, 한국인의 기부행동의 본질과 특성을 이해하면서 개인이나 기업기부자에게 접근해야 한다. 둘째, 기부에 대한 교육과 홍보를 강화해야 한다. 금전을 기부하거나 남을 도와주는 행위도 다른 행위처럼 학습되고 사회화되어야 한다. 아동청소년시절부터 학교와 가정에서 기부행동을 자연스럽게 학습하는 것이 중요하다. 셋째, 기부관련 법제도와 세금제도를 기부 친화적으로 개정해야 한다. 특히 기부금단체의 투명성을 확보하고 개인에게 기부의 인센티브를 증대시켜야 한다. 넷째, 비영리조직의 역량을 강화하고 모금의 전문가를 양성해야 한다. 마지막으로 문화예술 분야의 기부를 증진시키기 위해서는 문화예술분야의 비영리조직도 사회복지나 교육장학연구 영역 만큼이나 개인이나 기업의 기부가 필요함을 대중에게 알려야 하고 특별히 기업의 문화예술에 대한 참여를 촉진시키기 위해 메세나특별법 제정의 필요성을 제시하였다.
Abstract
This study aims to suggest activation policies for “giving culture” in general, and for donation to solve cultural disparities in particular. The paper reviews the history of the giving tradition in Korea, and gives the latest statistics on donation size and patterns among individual and corporate donors. Five measures and policies are recommended to activate the general giving culture. First, it is necessary to fully understand the essentials and characteristics of the giving behavior of Korean people to boost the giving culture. Second, giving behavior should be learned and adopted from early childhood at home and at school, as is the case with other social behavior. In addition to learning and adopting the culture of donating, public information about the importance of giving is a key element to activate the giving culture among the adult population. Third, legal and taxation systems should be modified to guarantee the financial transparency of nonprofit organizations, and the direction of modification should be giving-friendly. Increased incentives for individual donors will also help boost the giving culture. Fourth, the organizational capacity building of fundraising institutions and the training of professional fundraisers are other important keys in developing the giving culture. Lastly, the enactment of the mesena special law will help increase donations from companies for culture and art development. Individual donors should also realize the importance of the culture and art spheres for public purposes as much as social welfare, and education and research.
