문화재정과 삶의 질 간의 관계 연구 : OECD 국가를 중심으로

초록

본 연구는 문화 분야에 대한 공적 지출이 국민의 삶의 질(quality of life)에 실제로 어떠한 영향을 미쳤는가를 검증하기 위해 1990년부터 2005년까지 OECD 22개 국가들의 패널 자료를 이용하여 패널 분석을 수행했다. 분석 결과 고정효과모형과 임의효과모형 모두에서 2년 전 문화재정 비율이 현재 삶의 만족도에 유의미한 정의 효과를 가지는 것으로 나타나, 문화재정 비율의 확대가 2년 뒤 삶의 만족도에 통계적으로 유의미한 긍정적 효과를 미친다는 사실을 확인할 수 있었다. 한편 문화재정 비율과 삶의 만족도를 기준으로 22개 국가를 Ⅰ유형(저투자 저성과군), Ⅱ유형(고투자 저성과군), Ⅲ유형(저투자 고성과군, Ⅳ유형(고투자 고성과군)으로 유형화한 결과, 한국은 Ⅱ유형에 속하여 향후 문화재정지출의 효과성을 높이기 위한 노력이 필요함을 확인할 수 있었다.

Abstract

This study examines the causality between cultural expenditure in OECD countries on peoples’ quality of life. An examination was made of 22 OECD countries’ cultural expenditure and panel data covering life satisfaction over the past 16 years (1990-2005). Panel analysis shows that the cultural expenditure ratio over the past 2 has had a statistically significant positive influence on people’s current life-satisfaction. Hence, the conclusion is offered that an expansion of the cultural budget ratio contributes to an improvement in people’s quality of life. Meanwhile, we classify the 22 countries into 4 different categories along two different dimensions: public cultural expenditure and life satisfaction. The results show that Korea appears to be type Ⅱ (a high investment-low return country). Thus, this study concludes with a suggestion that any improvement in the cultural budget ratio, which is to be recommended, should only be undertaken through measures to increase the effectiveness of cultural administration system.
