본 연구는 문화유산이 가지고 있는 중요한 가치로부터 출발했다. 문화유산의 발굴과 복원은 현지주민과 정서적 공감을 형성할 수 있고, 관광이나 지역개발 등과 연계하여 빈곤퇴치에 기여할 수 있다. 이런 의미에서 문화유산 ODA는 지속가능발전목표(SDGs) 달성을 위해서 매우 유용하다. 그렇지만, 한국의 문화유산 ODA는 예산 지원도 적지만, 전략이나 콘텐츠에 대한 정비도 미비하고, 체계도 갖추지 못한 상황이다. 본 연구는 지속가능발전시대를 맞이하여 문화유산 ODA의 활용 가능성을 검토하는 것이 목적이다. 이러한 연구목적을 달성하기 위한 연구문제는 문화유산 ODA는 왜 중요한가? 문화유산 ODA는 어떻게 추진되고 있는가? 지속가능발전시대에 문화유산 ODA를 어떻게 활용할 것인가? 등으로 했다. 연구방법은 문헌자료 분석 및 사례연구를 중심으로 전개했다. 연구 내용은 문화유산 ODA의 개념과 특성을 선행 연구를 중심으로 분석했고, 문화유산 ODA 추진에 대해서는 국내외 현황 분석을 통해 문제점과 시사점을 도출하였다. 마지막으로 이러한 분석을 통해 문화유산 ODA 활용방안을 제시하였다. 연구결과, 주요 국가는 장기계획에 의거하여 대외전략을 수립하고, 충분한 재정을 확보하며, 동시에 민간 및 유관 기관과의 협력 체계를 통해 문화유산 ODA를 추진하고 있었다. 따라서 문화유산 ODA를 활용하기 위해서는 문화유산 분야에 대한 국가별 연구조사를 기반으로 하여 장기전략을 마련하고, 콘텐츠를 발굴 및 확보하며, 국별․분야별 선택과 집중을 통해 추진해야 한다. 나아가 북한과 협력 방안의 하나로 문화유산의 발굴과 복원을 활용하는 것도 검토해야 한다. 문화유산 ODA는 지속가능시대에 적극 추진해야 할 과제 중의 하나다.
Abstract
This study investigates the values of cultural heritage Official Development Assistance (ODA). The excavation and restoration of cultural heritage stem from the emotional sympathy of the locals and contribute to poverty reduction through regional and tourism development. Cultural heritage ODA significantly contributes to achieving the Sustainable Development Goals (SDGs). Nevertheless, although our cultural heritage ODA has taken steps toward this objective, it does not have substantial budget, strategy, policy systems, or contents. The purpose of this research is to review the use of cultural heritage ODA in the era of SDGs and ask the following questions: What is cultural heritage and why is it necessary? How is it processed and implemented? How do we utilize it? The study answers this questions through a literature review and case study, analyzing the concept and features of cultural heritage ODA from the literature review, highlighting the issues and implications of it and evaluating the current status and implementation of cultural heritage ODA. It concludes that some countries have external strategies, acquisition of financing as well as private cooperation. In order to utilize cultural heritage ODA at a time of SDGs, it is necessary to prepare a long-term strategy and develop contents through careful selection and concentration in each country, based on field study and research. Furthermore, a framework for cooperation with North Korea needs to be established through the excavation and restoration of various elements of heritage. In other words, cultural heritage ODA is one of the initiatives proposed in the agenda in the era of SDGs.
