우리나라 문화도시가 법으로 명시되고 수행된 지 10년이 지난 시점에서 과연 문화도시의 실제 효과가 무엇인지, 어떤 효과가 나타났는지 등을 점검하고 진단할 노력이 이루어질 필요가 있다. 이 중에서 본 연구는 문화도시의 ‘바람직한 상태’를 정주인식으로 간주해 문화도시를 통한 문화향유가 지역주민의 정주인식에 어떤 영향을 미치는지 살펴보며, 동시에 정주인식의 영향요인으로서 문화적 요인의 영향을 검증하는데 목적이 있다. 이를 위해 연구는 춘천 문화도시의 세부사업인 ‘도시가 살롱’의 참여자를 대상으로 설문조사를 통해 실증 분석을 진행하였다. 주요 요인은 문화 향유 및 정주인식과 사회자본, 지역애착심, 행복감을 요인을 활용하였으며, 분석 방법은 서로 간의 영향력과 관계를 검증하고자 구조방정식 분석을 수행하였다. 분석 결과, 문화향유는 정주인식에 긍정적인 영향을 미치고 있었다. 아울러, 정주인식에는 문화향유뿐만 아니라 사회자본, 지역애착도, 행복감 모두 긍정적인 영향을 미치는 것으로 나타났다. 또한, 문화향유와 정주인식에 있어 각 요인의 간접효과도 긍정적으로 나타났다. 이러한 결과를 통해 ‘도시가 살롱’ 나아가 문화도시 부분에 한정해 문화향유와 정주인식에 있어서 지역의 공간 기반의 주민참여 문화프로그램의 시사점을 제시하였으며, 나아가 향후 지방소멸을 완화하기 위한 정주인식 개선의 수단으로서 문화도시의 의미 등도 제안하였다.
Abstract
This study examined how the enjoyment of culture through a cultural city affect the perception of local residents by considering the “desirable state”of a cultural city as a settlement style, and simultaneously verify the influence of cultural factors as an influencing factor of settlement consciousness. To this end, the study was limited to the Chuncheon Cultural City project, “Doshiga Salon”and an empirical analysis was conducted through a survey of participants. The main factors were cultural enjoyment, settlement perception, social capital, regional attachment, and happiness. Structural equation analysis was conducted to verify their influence and relationship. The analysis revealed that cultural enjoyment had a positive effect on perceptions of settlement. In addition, not only cultural enjoyment but also social capital, regional attachment, and happiness positively affected the perception of settlement. In addition, the indirect effects of each factor on cultural enjoyment and settlement perceptions were positive.
