대학교육기관의 경영성과 개선을 위한 자체평가모델에 대한 연구 : K 대학 사례

최근 대학교육기관의 교육역량강화를 위해서 정부는 교육기관별 자체평가를 통해 교육기관의 성과를 파악하고 있다. 정부는 교육기관평가를 위해서 평가항목은 제시하지만, 무엇을 평가해야 하는지에 대한 가이드 방안에 대해서 언급하지 않는다. 따라서 본 연구에서는 대학교육역량 개선을 위한 자체평가모델을 제안하였다. 제안된 모델은 총체적인 지표개발을 위해 BSC, 공학인증, PDCA, HFMOT 등의 다양한 경영학적 프레임과 대학교육역량과 관련된 요인들을 고려하여 핵심성과지표에 대해 시스템적 접근을 시도하였다. 개발된 지표의 지속적 관리를 위해 서비스 수준 협약서를 도출하여 향후 기관 운영전략을 지원할 수 있도록 구성하였다. 자체평가모델을 K대학의 자체평가에 적용한 결과 하위 등급에서 2년 연속 최상위 등급으로 향상되어 실증적으로 검증했다. 본 연구는 대학교육기관의 자체평가 및 교육 서비스 개선에 기여할 수 있을 것으로 기대한다.
Abstract
The government has been comprehended a performance of educational institutions based on self-evaluation for improving their educational capabilities. However, the detailed guidelines are not presented that describe the object should be evaluated but only the approximate guidelines are only suggested. Thus this study suggested Self-evaluation model for business performance improvement. This model systemically approached the key performance indicators from a view point of various managerial frames, i.e. BSC and engineering authentication, and factors related with university-education capabilities. Additionally, this model performs interim appraisal of developed indicators based on SLA, enables continuous management of indicators and supports operating strategies based on the result of evaluating indicators. The model was empirically verified by applying to self-evaluation of K university and evaluated as a top grade for two years in a row.
