코로나19의 여파로 온·오프라인 융합 수업이 빠르게 확산하고 일반화되어 학생 맞춤형 학습을 위한 교육용 콘텐츠의 중요성이 커지고 있다. 이런 이유로 이 연구에서는 교육용 콘텐츠 사업추진의 체계를 효과적으로 정비하고, 사업 및 성과관리를 강화하여 교육 현장에 양질의 콘텐츠를 보급하기 위한 교육용 콘텐츠의 성과관리 지표를 도출하고자 한다. 연구 방법으로 전문가 25명을 대상으로 델파이 방법을 2회, 설문조사는 이메일로 진행하였다. 전문가들에 개방형 및 폐쇄형 질문지를 보냈다. 1차 델파이 결과 CVR이 0.37 이상인 사업 단위 성과관리 지표는 75개, 콘텐츠 단위 효과성 지표는 25개로 나타났다. 1차 델파이 결과, 지표 수가 많아 지표 수를 줄이는 방법으로 1차 델파이의 평가항목을 평가지표의 형태로 변환하고, 1차 델파이의 평가지표에 해당하는 것은 평가 근거 또는 기준으로 전환하였다. 평가 근거 또는 기준을 새로운 평가지표에 맞추어 재구조화하고 평가 근거 또는 기준 사이의 포함관계에 따라 일부 평가 근거 또는 기준을 통합하였다. 그리고 교수학습자료 효과성 관련 지표는 사업 단위 성과지표에 포함하였다. 2차 델파이 결과 CVR이 0.37 이상, 합의도 0.75 이상, 수렴도가 0.5 이하인 지표는 상황분석단계 3개, 계획단계 3개, 개발단계 6개, 성과 및 환류 단계 5개, 전체 17개의 지표가 도출되었다.
Abstract
The COVID-19 crisis has forced education systems worldwide to spread online and offline convergence classes and generalize them, urging the development of educational content for student-tailored learning. This paper tries to derive performance measurement indicators for educational content to effectively re-organize the educational content and strengthen projects and performance management to provide high-quality content to the academic field. For this purpose, 25 experts were asked to answer questionnaires through the Delphi method, which was conducted twice, and surveys through e-mail. Open and closed questionnaires were sent to them. The first Delphi revealed 75 performance management indicators and 25 content effectiveness indexes from unit projects with a CVR of 0.37 or more. As a result of the first Delphi, the evaluation items of the first Delphi were converted into the form of evaluation indicators to decrease the number of numerous indicators, and those corresponding to the evaluation indicators of the first Delphi were converted into evaluation evidence or criteria. The evaluation evidence or criteria were restructured according to the new evaluation indicators, and some evaluation evidence or standards were integrated with the inclusion relationship between the evaluation evidence or measures. In addition, indicators related to the effectiveness of teaching and learning materials were included in the performance indicators by the project. As a result of the 2nd Delphi, indicators with a CVR of 0.37 or more, a consensus of 0.75 or more, and a degree of convergence of 0.5 or less were derived from 3 situation analysis stages, three planning stages, six development stages, five performance and feedback stages, and a total of 17 indicators.
