Abstract
This study was designed to make an analysis of the success indicators, educational system overview, status of the excellence education, national core curriculum, mathematics subject curriculum and the excellence education teachers including the gifted and talented education teachers in Singapore and Finland that achieved world's highest academic achievement and success. In spite of differences in cultural and institutional differences, I found the following implications: First, Singapore and Finland followed the national policy about differentiated education for self-realization of all students within revised national core curriculum. Second, Singapore and Finland served differentiated curriculum appropriate to individual learners and their ability. Third, the result of education of Singapore and Finland is an excellence education with educational competitiveness, but the method can be called the equity and diversity. Fourth, Singapore and Finland improved the quality of education and the physical conditions for all students at the national level. Fifth, teacher as an expert must have a master's degree in education.
